"In terms of its statute, the first function of the Human Rights Commission is to promote, by education and publicity, respect for and observance of human rights. There is much misunderstanding of what is meant by the term human rights, but as the preamble to the Human Rights Commission Act 1977 makes clear, they are those rights to be found in the United Nations covenants and conventions. These are often collectively referred to as the "international instruments". The principal human rights instruments relevant to New Zealand are set out in this booklet. The basic document is the Universal Declaration of Human Rights adopted by the United Nations on 10 December 1948 ... The Universal Declaration of Human Rights grew out of the United Nations Charter, which provided in the preamble that the member states of the United Nations reaffirmed their faith "in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small".
