"Less than two decades after the collapse of the Soviet Union, China, Iran and Iraq number among a cadre of Russia's closest friends. The resolute turn to the West which had characterized Russia's early foreign policy strategy, by the mid-1990s, had been tempered by the move to a more reserved policy. On the contrary, the Bush Administration's tenure was marked by diplomatic tensions with China, unambiguous intentions to end Iran's nuclear programme and the invasion of Iraq. The question becomes why Russia has chosen to jeopardize its embryonic partnership with the West in favour of alignment with 'challenger' states like China, Iran and Iraq. Given the emergence of American hegemony, it would seem that Russian alignment with these states suggests a strong connection with the United States. "After decades of central planning, decentralization has been made a centrepiece of political reforms in post-communist states. Despite all the normative hype and rhetoric, we still know very little about the impact of decentralization on local populations. This study, which examines local social services and economic promotion in the Czech Republic, Hungary, Poland and Russia, fills this important gap. It shifts the focus of much of the literature on post-communism from national-level actors to those at the level of small-to-medium-sized cities. At this level too, institutional choices matter, politics can be messy, and much depends on the ability of local actors themselves, rather than their national governments, to seize opportunities for change and development. Legitimacy in international society : Japan's reaction to global wildlife preservation by Isao Miyaoka( Book )

Legitimacy in International Society addresses collective legitimization of emergent norms at international meetings and its effect on state behaviour. Drawing mainly on constructivist approaches in International Relations and social psychology, Isao Miyaoka discusses the international and domestic sources of legitimacy and the basic conditions under which collective legitimization matters for norm adoption. He also outlines three causal mechanisms of social influence and the conditions under which each mechanism is likely to operate. Three case studies examine Japan's responses to wildlife preservation norms against high seas driftnet fishing, scientific whaling and international trade in African elephant ivory. Isao Miyaoka finds that the consent given to an emerging norm by more than one third of the states in international society is likely to have an impact on state behaviour, even without material coercion, self interest or moral obligation, due to social pressure or political obligation

Turkey's Enagement with Modernity explores how the country has been shaped in the image of the Kemalist project of nationalist modernity and how it has transformed, if erratically, into a democratic society where tensions between religion, state and society continue unabated.
