Competition policy is at a crossroads on both sides of the Atlantic. Targeting food subsidies for the needy : the use of cost-benefit analysis and institutional design by Abel Moreira Mateus( Book )

This paper summarizes the experience of several countries in setting-up food distribution programs, from untargeted food subsidies schemes to targeted systems like ration shops strategically located, self-targeting by commodity, and food stamp programs to the highly targeted special intervention nutrition programs. A main contribution of the paper to the literature on this topic is the construction and actual implementation of a cost-benefit analysis to evaluate food policy systems. Starting from a concept of consumer surplus, a derived distribution scheme is applied to compute the social consumer surplus. The social producer surplus is also computed to measure the impact of the different schemes on domestic farmers. Finally, the different costs of running the system from food costs to administrative costs are considered. The second major contribution is a detailed description of the institutional design and a critical evaluation of the systems that have been implemented in several countries following a typology developed in the paper

Antitrust enforcement should focus on real competition problems, on behaviour that has actual or likely restrictive effects on the market, and which harms consumers; it should be aimed at protecting competition and not competitors. A real revolution in the application of European competition law took place with the modernization package implemented in the last few years, involving the now-decentralized application of Articles 81 and 82 EC, new merger regulations, and the ongoing review of guidelines for the prosecution of abuses of a dominant position. This book presents the proceedings of the First Lisbon Competition Law and Economics under the auspices of the Portuguese Competition Authority. It was a ground-breaking event in which leading European judges and competition enforcers, as well as some of the leading world economists and law professors on competition issues, took a critical look at the instruments of competition policy conceived to implement EC Regulation 1/2003, with a broader focus on modernization in the EU and in the USA. Like so many developing countries, Morocco has been experiencing an external debt crisis since 1983. In order to place the economy onto a new sustainable growth path, a combination of stabilization and structural adjustment policies have been applied since 1983. They have already produced significant results. However, some structural problems related to factor efficiency and tax reform still remain. The framework designed in this paper addresses some of these issues. In the context of stabilization, the policies of a reduction in government and investment expenditures, an increase in taxes, and a devaluation are analyzed. Policy packages which contrast inward-oriented and outward-oriented are tested. The structural adjustment, or supply side, policies are addressed, including trade liberalization, tax reform, and agricultural price policies. Conclusions drawn from the analysis are presented
