From the front jacket flap: Contrary to widespread expectations in the wake of Sputnik, outer space did not immediately become a new arena for a superpower arms competition. Although the United States and the Soviet Union began to use space extensively for military purposes, both exhibited relatively little interest in the development of space weaponry. By the beginning of the 1980s, however, an arms race in space seemed inevitable. Now both the United States and the Soviet Union have developed the means to disable satellites and are now also considering the deployment of ballistic missile defenses in space. Why were these weapons never extensively developed earlier? What changed in the late 1970s to reverse the predominant trend in the militarization of space? What are the lessons for arms control and for Soviet-American relations in general? They assess in detail current U.S. practices with regard to different types of preventive action, examining such topics as intelligence community analyses; "watchlists" of states at risk; interagency planning processes; foreign assistance programming; and the work of the State Department office created in 2004 to lead U.S. government efforts in this area. The report cites an array of shortcomings in how the government plans and conducts its preventive activities, a situation that can leave policymakers scrambling to respond to crises after they break out. To improve this, the authors recommend a variety of steps, including revising and strengthening the strategic planning process under the leadership of the National Security Council, improving and consolidating intelligence products and connecting them more closely to policymakers, and providing additional funding for preventive efforts

The unipolar moment, to the extent it ever existed, has now truly passed. The United States is part of a globalized world, in which the flows of goods, finance, people, and much more connect us to other countries as never before. But for all the myriad benefits globalization brings, it also means that the challenges of the coming decades -- be they generated by resource competition, climate change, cybercrime, terrorism, or classic competition and rivalry -- cannot be solved or even mitigated by one country alone. Countries will need to cooperate on policies that extend across borders to address issues that affect them all. In this report, the authors argue that the United States should increasingly look to international institutions -- the United Nations and regional organizations like the European Union, the African Union, and the Association of Southeast Asian Nations -- as partners in conflict prevention and peacemaking worldwide. These organizations can serve as a platform for developing and enforcing international norms; provide a source of legitimacy for diplomatic and military efforts; and aggregate the operational resources of their members, all of which can increase the ease and effectiveness of American peacemaking efforts

As the world's predominant military power and principal guarantor of global peace and security, the United States must fulfill its many responsibilities without becoming entangled in costly conflicts that threaten its security, deplete its national power, and weaken its international standing. Preventive Engagement proposes a long-term strategy for how the United States can manage the risks of a more turbulent world in a way that lessens the demand for––and potential drain on––U.S. power. Its novel approach adapts the basic techniques used to prevent many societal problems, such as infectious diseases, violent crime, and drug trafficking. Preventive engagement has three complementary components: the promotion of policies known to lower the risk of violent conflict and political instability; the anticipation of crises most likely to precipitate major U.S. military engagement; and a concerted effort to mitigate if not resolve conflicts that erupt in the short term before escalating into a threat to U.S. interests.
