Soviet naval officers perceive the Falkland Islands War as one manifestation of increasing rivalry among capitalist states of different levels of development. This circumstance suggests greater Soviet efforts to undermine the U.S. alliance system and to increase its problems of coalition management. Two other trends which the Falklands seemed to confirm are: the emergence of the possibility of resource wars between the North and South, and the increased reliance of the West upon an 'oceanic strategy'. Both trends will be used to promote the growth of the Soviet Navy. Another ground for Soviet naval officers' satisfaction with the Falklands Conflict was precisely what can be learned about trends in warfare at sea. The Falklands Conflict offers major dividends to its naval and military researchers. The research apparatus of the General Staff of the Soviet Armed Forces are now making a sustained effort to reshape their perceptions about modern warfare on the basis of the lessons derived from the Falklands Conflict. Judging by the articles in Morskoi sbornik, this effort will be professionally competent, extensive and sustained. While Soviet military thinkers warn that it is necessary to take into account the peculiarities of all such local wars, they nonetheless see them as having 'an importance for the perfection of military theory'. The Falklands Conflict, like other local wars, will allow them to perfect their conception of modern warfare, i.e, 'that they are grasped through the prism of contemporaneity. There have been four distinct periods of military aviation doctrinal development since 1945, during which the composition, organization, and structure of Soviet air forces have undergone considerable changes. By the 1980s, along with other technological changes, aviation in all its manifestations had recast operational art. The air sphere in combat actions and operations has acquired an ever-growing role, which gives to modern operations a three-dimensional, deep character. The path to this present situation contained its own share of twists and ironies. That same path also offers some clues relating to the further development of Soviet air forces and their roles in operational art and tactics. The first requirement for this paper is to deal with the problem of exactly what we mean by the three terms employed in the title. Mass in the Russian context has a double meaning. To some it unquestionably calls to mind the image of the Russian steamroller, which provided nightmares of Schlieffen and his planners in the decades before World War I.A simple process of extrapolation based upon the size of Russia's standing army, the number of conscripts being inducted in any year under the universal military service statute, and the Empire's total population provided a rough estimate of the total number of rifles and bayonets which the tsar could put into the field. The tsarist government's adoption of the Grand Program for rearmament in 1912 thus threatened to change the military balance on the continent. Those forces would mobilize slowly, but, like a steamroller, their momentum would carry all before them.
