Confusion and fear of liability surrounding copyright issues have reached alarming levels at colleges and universities across the country. In recent years, a federal court has assailed photocopying of book chapters; universities have faced infringement accusations when they make computer software available to students and faculty; and media facilities have struggled with the possible limits on using copyrighted videotapes. This book provides administrators, instructors, lawyers, librarians, and educational leaders with guidance on the principles that should underlie the construction of institutional copyright policy. It offers an explanation of copyright and the ambiguous concept of "fair use" as they affect and are affected by higher education. Further, it shows that universities do have choices when developing standards within the fair use law, choices that do not involve unnecessary costs or obstacles, and that some standards are better suited to serving the needs and goals of the academy. Appendices provide policies obtained from some universities, several model copyright policies, and summarizes surveys from universities concerning the efforts in obtaining their policies. Prepared by Kenneth Crews for the 29th Session of the WIPO SCCR " Study of copyright exceptions and limitations for libraries and archives, commissioned by the World Intellectual Property Organization and delivered in 2008, provided a foundation for the subsequent consideration and evaluation of the issues by delegates from the WIPO member states. The original study was conducted by Dr. Kenneth D. Crews on behalf of WIPO, and he was again commissioned to be the principal investigator for the present 2014 report. This report offers a significant update and expansion of the 2008 study. First, the combined 2008 and 2014 studies offer analysis of the copyright laws from all but one of the WIPO member countries. Second, this 2014 project identifies countries that have revised their relevant statutes since completion of the 2008 report. These statutory revisions confirm an ongoing need for legal change and reveal specifically the relevant copyright issues on which lawmakers in diverse countries have taken legislative attention."--Introduction
