Confusion and fear of liability surrounding copyright issues have reached alarming levels at colleges and universities across the country. In recent years, a federal court has assailed photocopying of book chapters; universities have faced infringement accusations when they make computer software available to students and faculty; and media facilities have struggled with the possible limits on using copyrighted videotapes. This book provides administrators, instructors, lawyers, librarians, and educational leaders with guidance on the principles that should underlie the construction of institutional copyright policy. It offers an explanation of copyright and the ambiguous concept of "fair use" as they affect and are affected by higher education. Further, it shows that universities do have choices when developing standards within the fair use law, choices that do not involve unnecessary costs or obstacles, and that some standards are better suited to serving the needs and goals of the academy. Appendices provide policies obtained from some universities, several model copyright policies, and summarizes surveys from universities concerning the efforts in obtaining their policies.
