In seeking a more flexible nuclear strategy, national policymakers may not be taking into account technical limitations to strategic target planning. This doubt is the driving concern behind this study. The author suggests that, because of recent changes in our nuclear strategy, the nuclear arsenal and the enemy target system, a gap may have developed between strategic targeting theory and practice. After tracing the evolution of nuclear targeting, he turns to ways of dealing with the technical constraints faced by target planners. His foremost concern is that strategic targeting concepts do not exceed our technical ability to implement. He proposes improvements in our strategic forces' command, control, and communications facilities to better ensure rapid retargeting . He also argues for more reliable and detailed target intelligence and recommends that a special coordination committee be created to oversee new targeting initiatives

The Super Loki stable booster rocket systems have been developed to obtain high altitude temperature, density, and wind measurements by means of small inexpensive rocket systems which have post-burnout stable booster trajectories. These systems can be used at ranges where booster wind drift is a safety problem. The expended rocket booster impacts at a range of about 15,000 feet or 2.46 nautical miles from the launch site. These systems have been developed to replace the Super Loki PWN-10A, PWN-10B, and PWN-12A at launch sites requiring either transponder or falling sphere payloads and stable booster impacts

A free-flying instrumented model was tested in a hypersonic facility at M = 5.30, 6.34 and 9.94 and Re = 300,000 to 1,200,000 ft. Aerodynamic lift, total drag and base drag coefficients were obtained together with detailed base pressure distribution measurements at angles of attack from 0 to 60 deg. The measured lift and drag coefficients showed good agreement with the modified Newtonian theory. The centerline base pressure/free-stream static pressure, psia distribution was nearly independent of the angle of attack from -10 to -30 deg but increased rapidly for all test conditions beyond alpha = -30 deg. For similar conditions at angle of attack and Reynolds number, an increase in Mach number resulted in an increase of the base pressure ratio. The measurements indicated a highly complex base flow region, and tentative explanation of the observed results was offered

The Viper Dart Robin Meteorological Rocket system has been developed to obtain high altitude density and wind data by utilizing the Robin inflatable sphere as a sensing device. The system consists of a rocket motor, an unpowered dart, and the Robin inflatable sphere. Flights of this system provided density, temperature, pressure and wind data from an altitude of about 90 kilometers to an altitude of approximately 40 kilometers or less. An improved rocket motor and 'C'-band radar tracking aid have been developed under this contract. (Author)

The development and use of Micro Air Vehicles is becoming more and more important to the military. Size, weight, maneuverability, stealth, and fuel consumption are just some of the constraints on a future Micro Air Vehicle. Perfect blueprints for a small scale flying machine are both insects and humming birds. Medium sized hummingbirds are found to have wings-beats at a frequency of 18-28 Hz. There is a vast amount of complexity to just how these creatures can create lift; however, this study looks at different beams made of common materials with 1st natural bending frequencies in this range. This study documents and evaluates the use of analytical tools to solve for nonlinear characteristics of a system. A function called the backbone curve is incorporated into a MATLAB program. The Hilbert transform characterized by the nonlinear decrement approach captures all of the necessary coefficients for this function. ABAQUS/CAE is relied upon. The numerical finite element results are compared to experiments. This work gives a better understanding of how materials and geometry perform when used in Micro Air Vehicle design considering large displacements

The Super Loki Dart Meteorological Rocket Systems have been developed to obtain high altitude temperature, density and wind measurements by means of small inexpensive rocket systems. The Super Loki Robin Dart System was designed as a replacement for the larger and more expensive Viper Robin Dart to obtain falling sphere density and wind data from an altitude of 30 km to 90 km. The Super Loki Transponder Dart was also developed in order to offer better wind and temperature data from 25 km to a higher altitude, 70 km, than the more expensive Arcas Transponder system. The Super Loki Transmitter Dart was developed as a candidate to replace the Loki Dart by also offering improved data to higher altitudes
