"This book investigates changing land and water use in four wetlands in dryland areas of Kenya, Mali, Botswana and South Africa. It reveals a dynamic picture of African society. Production patterns change rapidly in response to market opportunities, even in comparatively remote areas. These changes are driven largely by local farmers' initiatives. They are often associated with large-scale immigration and an increase in market-based access to land under both 'customary' and private land tenure. The book argues that the social and economic consequences are clear. Large increases in aggregate production widen the gap between winners and losers from the changing terms of access to land and water. The environmental consequences are in fact ambiguous. And yet for more than thirty years Africa's crisis of development has been identified on the international stage as a crisis of environmental management. For instance, the United Nations' Agenda 21 sees devolution to local communities of local resource users as the solution to the twin problems of poverty and environmental degradation. The articles, by well-known South African, British and American scholars, cover a variety of topical theoretical, empirical and policy issues, firmly rooted in an historical perspective. These issues include the politics of land reform and agricultural restructuring in South Africa; the dynamics of white commercial agriculture and of farming and economic survival in the former bantustans; conflicts between white farmers and black rural communities, and tensions between and within black communities, over land access, tenure and use; the effects of different histories of dispossession and claims to land, and of the social divisions of class and gender; problems of access to and management of common property resources.
