"What can be done, in practice, to warn about and organize political action to prevent genocide and mass atrocities, and to respond to them after they have begun? All the contributors to this volume are either experts or practitioners, often both, who have contributed in substantial ways to analyzing high risk situations, recommending preventive politics and actions, and in several instances helping to organize remedial actions. Whereas current literature often focuses on the theory of the prevention of genocide, this book explores what can be done, and has been done, in real-world situations. Unlike some existing works of advocacy, recommendations and actions are grounded in a generation of experience, based on solid historical, comparative, and empirical research and with a grounding in quantitative methods. The volume examines historical cases to understand the general causes and processes of mass violence and genocide, and engages with on-going genocidal crises including Darfur and Syria, as well as other forms of related violence such as terrorism and civil conflict."--Provided by publisher

State failure, ethnopolitical war, genocide, famine, and refugee flows are variants of a type of complex political and humanitarian crisis, exemplified during the 1990s in places like Somalia, Bosnia, Liberia, and Afghanistan. The international consequences of such crises are profound, often threatening regional security and requiring major inputs of humanitarian assistance. They also may pose long-term and costly challenges of rebuilding shattered governments and societies. A vital policy question is whether failures can be diagnosed far enough in advance to facilitate effective international

Ethnic conflict in world politics by Barbara Harff( Recording )

1 edition published in 2004 in English and held by 1 WorldCat member library worldwide

[This volume] is an introduction to a new era in which civil society, states, and international actors attempt to channel ethnic challenges to world order and security into conventional politics. From Africa's post-colonial rebellions in the 1960s and 1970s to anti-immigrant violence in the 1990s the authors survey the historical, geographic, and cultural diversity of ethnopolitical conflict. Using an analytical model to elucidate four well-chosen case studies-the Kurds, the Miskitos, the Chinese in Malaysia, and the Turks in Germany-the authors give students tools for analyzing emerging conflicts based on the demands of nationalists, indigenous peoples, and immigrant minorities throughout the world. The international community has begun to respond more quickly and constructively to these conflicts than it did to civil wars in divided Yugoslavia and genocide in Rwanda by using the emerging doctrines of proactive peacemaking and peace enforcement. [The volume] concludes by identifying five principles of international doctrine for managing conflict in ethnically diverse societies.-Back cover
