The War-torn Societies Project has issued its first Occasional Paper, an annotated bibliography and essay, set in a conceptual framework covering post conflict rebuilding. The report takes stock of existing knowledge and experience in the field and identifies the most important projects and studies that address the problems of rebuilding. Taken together, the works discussed in this paper shed light on the complex challenges of reconciliation, reconstruction and the consolidation of often fragile peace arrangements. This essay is meant to be an operational and an analytical tool. The study investigates the role of the Pakistani military establishment as an effective political power and a guardian of security in Pakistan amid a volatile international environment, as well as the relationship between the military and civilian institutions. This relationship, the study argues, has been at the core of power struggles in Pakistani politics since Pakistan's independence in 1947. The study also addresses the question of democratic transition in Pakistan and the problematic choice between unacceptable military rule and an unlikely democracy. The objective of the paper is to show that Pakistan is a country with an obsession about its security, which has provided the military establishment with a central role in political life. Since independence, defense has been a preoccupation of every Pakistan leader. Politicians have maintained the demand that each Prime Minister account for the country's level of preparation for war. Is the US in decline? The answer to this question is crucial for understanding current and future US foreign policy. This study discusses the hypothesis of the fall of the US as presented by Paul Kennedy in his book, The Rise and Fall of Great Powers, published in 1989. It examines in detail both the direct and indirect answers to this hypothesis, dealing first with the theory of Francis Fukuyama's The End of History, about the triumph of liberal democracy as represented by the United States. The book then reviews Joseph Nye's ideas of moving away from traditional indicators such as a Great Power to what he describes as soft power or "the invisible power" and its role in consolidating the global leadership of the US. Finally, the book presents Peter Tarnoff's analysis and rejection of Kennedy's hypothesis
