Based on a comprehensive study of three counties in Texas, this work examines the idea of differential handling of minority youth offenders. Traditional wisdom indicates that minorities are over-represented in the juvenile justice system due to racism and discrimination within the system itself. The author refutes this logic by challenging current studies and examining the results of the Texas study. The findings suggest that minorities are represented in the juvenile justice system in greater numbers than their majority offender counterparts due to their greater involvement in criminal activity, not to any differential treatment they may receive at crucial decision points within the system. This highly controversial study argues for a more thorough examination of the problem as well as the methodologies employed to examine and address it

Delinquency in a Birth Cohort, published in 1972, was the first criminologi­ cal birth cohort study in the United States. Nils Christie, in Unge norske lovorertredere, had done the first such study as his dissertation at the University of Oslo in 1960. Professor Thorsten Sellin was the inspiration for the U.S. study. He could read Norwegian, and I could a little because I studied at the University of Oslo in my graduate years. Our interest in pursuing a birth cohort study in the United States was fostered by the encouragement of Saleem Shah who awarded us a grant from the National Institute of Mental Health to begin our birth cohort studies at the University of Pennsylvania by investigating the delinquency of the 1945 cohort. We studied this group of 9,945 boys extensively through official criminal history and school records of their juvenile years. Subsequently, we followed up the cohort as adults using both adult arrest histories and an interview of a sample of the cohort. Our follow-up study was published as From Boy to Man, From Delinquen­ cy to Crime in 1987

Tracy and Kempf-Leonard examine the group's transition from the legal status of juvenile to that of adult, outlining the factors that predict the transition from delinquent to adult criminal careers. In addition, they analyze those factors predictive of the transition from a non-delinquent prior history to adult crime. Other chapters discuss significant policy issues that juvenile courts should consider in order to dispose of delinquency cases effectively

The purpose of this data collection was to follow a birth cohort born in Philadelphia during 1958 with a special focus on delinquent activities as children and as adults. The respondents were first interviewed in DELINQUENCY IN A BIRTH COHORT IN PHILADELPHIA, PENNSYLVANIA, 1945-1963 (ICPSR 7729). Part 1 offers basic demographic information, such as sex, race, date of birth, church membership, age, and socioeconomic status, on each cohort member. Two files supply offense data: Part 2 pertains to offenses committed while a juvenile and Part 3 details offenses as an adult. Offense-related variables include most serious offense, police disposition, location of crime, reason for police response, complainant's sex, age, and race, type of victimization, date of offense, number of victims, average age of victims, number of victims killed or hospitalized, property loss, weapon involvement, and final court disposition. Part 4, containing follow-up survey interview data collected in 1988, was designed to investigate differences in the experiences and attitudes of individuals with varying degrees of involvement with the juvenile justice system. Variables include individual histories of delinquency, health, household composition, marriage, parent and respondent employment and education, parental contacts with the legal system, and other social and demographic variables ... Unit non-response is a serious problem in survey research. This article validates the necessity of adjusting for unit non-response in disproportionate stratified sampling designs through the use of sample weights. Using data from the 1958 Birth Cohort study, we demonstrate that sample data which are affected by unit non-response can be a poor representation of population parameters. These non-response effects can be addressed through the application of sample weights
