This study addresses three sets of questions: i) To what extent do governments compete with one another to attract foreign direct investment (FDI); to what extent is that competition intensifying, or likely to intensify; and what are the principal policy instruments or means by which governments compete to attract FDI? ii) What are the effects of that competition on FDI flows, on policy-making more broadly, and on the economy? and iii) What are the implications for policy makers? Chapter 1 lays out the policy and conceptual issues. Chapter 2 looks at governments' use of financial and tax incentives (incentives-based competition) while Chapter 3 focuses on governments use of rules-based means of competing to attract FDI, such as environmental and labour standards, export-processing zones, international regional-integration agreements, privatisation of state-owned enterprises and strengthened judicial systems

Corporate governance matters for national development. Studies of Brazil, Chile, India, and South Africa show that corporate governance has an important role to play in helping both to increase financial capital to firms in developing countries and to enhance those countries' financial development as a whole. They further show that corporate governance matters can contribute greatly to achieving sustained productivity growth in developing countries' real economies. The value of improved corporate governance for development cannot, however, be considered in isolation. In the financial sector, attention must also be given to measures to strengthen the banking sector and a country's financial institutions as a whole. To gain most from improved corporate governance in the real economy, close attention must also be given to competition policy and to reforms of sector-specific regulatory practices. The book is for civil society, NGOs and research institutes

Cet ouvrage s'attache aux faits et évalue l'impact de la concurrence entre gouvernements pour attirer les IDE. Cette analyse n'apporte pas directement la preuve qu'on assiste à un recul généralisé des normes de travail et d'environnement. Toutefois, le recours massif aux incitations à l'investissement, dans les pays de l'OCDE comme dans les pays en développement, ne joue pas en faveur de la transparence et de la responsabilité des autorités à l'égard du public, ce qui est hautement préjudiciable à l'élaboration des politiques économiques et à l'édification d'institutions démocratiques dans les pays en développement. L'auteur propose d'opter pour une approche basée sur des règles nationales et internationales, plutôt que de chercher à attirer les IDE par des mesures fondées sur des incitations
