Peter P. Eggleton and James E. Pringle Institute of Astronomy Madingley Road Cambridge England The 1970's can be described, in retrospect, as the "Decade of the Close Binary". Exciting observations with new technology, combined with classical work, both observational and theoretical, convinced the astronomical world that binary interaction of various kinds is not only interesting but common. Indeed, by 1975 almost anything unusual had a good chance of being interpreted as due to binary interaction. But astronomers are seldom overwhelmed by speculation, even their own, and solid observational work has confirmed or refuted such speculation, without regard to its plausibility. For instance, binarity has been found where it was perhaps least expected, in Barium stars, and refuted where it could most reasonably be expected, in Wolf-Rayets. Unfortunately, many other classes of potential binaries remain without the clearest evidence of binarity, for instance Be stars, symbiotics and blue stragglers. This Advanced Study Institute was held to commemorate John Whelan (1945-1981), whose scientific career, sadly cut short in its prime, did much to further the careful study, theoretical and observational, of close binaries, as well as to encourage the spirit of international friendship and collaboration. His own interests covered a greater field, but "Interacting Binaries" seemed a reasonable restriction. We publish here 15 review talks, which still do not cover the whole topic, although they range widely

Multiple star systems can exist stably for millions of years, but can ultimately become unstable as one star grows in radius until it engulfs another. This report summarizes the content and implications of the rulemaking promulgated in April 1998 by the US Environmental Protection Agency (EPA) regarding emissions standards for locomotives and locomotive engines operating in the United States. Impacts of this legislation are assessed for each of the following constituents of the Canadian railway sector: main-line & regional railways, original equipment manufacturers, re-manufacturers & overhaul facilities, after-service parts suppliers, testing establishments, fuel & lubricant suppliers, environmental agencies & regulators, innovation & research organizations, public advocacy groups, and industry & employee associations. The focus of the EPA rules is primarily on reducing locomotive emissions of nitrogen oxides, particulate matter, and hydrocarbons. Recommendations arising from the assessment are made in the concluding section. The appendix includes data on characteristics of Canadian locomotives as of 1997 and a summary of provisions of part 92 of the EPA rulemaking

Coal deposits that represent 83% of Canada's known fossil fuel reserves are mainly found in the deposits of Alberta sub-bituminous and Saskatchewan lignite coals. Potential markets for these low-rank, low-sulphur coals are electricity utilities and industrial thermal power plants in central Canada and in the Asia Pacific region. This report examines the possibility of combining modern techniques of high density coal-water slurries, hydrothermal dewatering of low-rank coal, long-distance liquid fuel commodity transport, and direct firing of coal-water fuel in utility and industrial power plants. There are several ways in which triple stars can evolve in somewhat unusual ways. They discuss two situations where Case A Roche-lobe overflow, followed by a merger, can produce anomalous wide binaries such as {gamma} Per; and Kozai cycles in triples with non-parallel orbits, which can produce merged rapidly-rotating stars like AB Dor, and which can also lead to the delayed ejection of one component of a multiple, as may have been observed in T Tau in 1998

There are a number of binaries, fairly wide and with one or even two evolved giant components, that do not agree very well with conventional stellar evolution: the secondaries are substantially larger (oversized) than they should be because their masses are quite low compared with the primaries. I discuss the possibility that these binaries are former triples, in which a merger has occurred fairly recently in a short-period binary sub-component. Some mergers are expected, and may follow a phase of contact evolution. I suggest that in contact there is substantial transfer of luminosity between the components due to differential rotation, of the character observed by helioseismology in the Sun's surface convection zone

This report examines emissions reduction technologies that have the potential to permit Canadian railway diesel locomotives to comply with the emission standards for locomotives & locomotive engines promulgated in 1998 by the US Environmental Protection Agency. Of particular interest are those technologies & techniques that are currently available or under development to achieve compliance without any increase in fuel consumption to obviate an economic penalty for railway operators. Strategies reviewed include: improved management of the process to deliver air & fuel to the power cylinder; use of post-combustion technologies to break down or capture emissions; opting for alternative prime movers; and use of alternate fuels. The report also contains a scenario for, and suggested content of, a Canadian-side participation in the US railway sector's "Energy Efficient Technology within a Regulated Environment" initiative, the object of which is to tap into Canadian technical capabilities to undertake complementary activities

To permit the Canadian railway sector to gain the necessary experience and verify the incremental environmental benefits of natural gas over conventional diesel fuel, this report sets out a preliminary plan for a natural gas-fuelled railway operation demonstration project. The measurable objective of the demonstration is to determine whether a 25 percent reduction in carbon dioxide emissions can occur as a result of using natural gas versus railway diesel fuel. Concomitant reduction in oxides of nitrogen & particulates is an additional goal.
