Co-management of natural resources involves stakeholders working together to manage a resource in a sustainable way that achieves the goals of all parties consistent with their roles. This report begins with a preliminary discussion of all the phases of co-management agreements: pre-negotiation, negotiation, implementation, monitoring, and evaluation. Strategies for community involvement are then discussed, including how to get people to participate, who should be invited to participate in co-management processes, the conduct of meetings, and the role of people in various age groups. This is followed by discussion of what needs to be considered at the pre-negotiating state, including the involvement of consultants and some of the structures involved in co-management. The final section provides guidelines on a range of issues related to co-management negotiations themselves, including some thoughts about stakeholder issues, financing, and the role of outside consultants. Appendices contain two bibliographies, the first devoted to Aboriginal co-management principles & practices from around the world and the second an annotated bibliography of co-management

This inquiry documented tobacco use & abuse among Aboriginal youth in 96 on-reserve communities in Canada. The inquiry collected data by means of individual interviews, which were linked to semi-structured interviews with key informants, elders, and talking circles. Data were collected on knowledge of the effects of tobacco, reasons for smoking, access to cigarettes, parental influences on smoking habits, the relation of tobacco abuse to traditional teachings & activities, proposed strategies to reduce the prevalence of abuse, and the coverage of public education programs. This report describes the research process for the inquiry and presents & discusses the results. Lessons from the inquiry and its impact on Native research capacity building are also reviewed. The appendix includes a copies of the questionnaires used in the inquiry
