This is a film, neither fiction nor wholly documentary, about a man coming to terms with death, about his attempt to preserve his self-respect and dignity, about the search for home and identity. Lightning Over Water began as a scripted film about Wenders' friendship with the American filmmaker Nicholas Ray. One of the characters in Wenders' film, a former student of Ray's, Tom Farrell, had videotaped Ray's last days. Ray was dying of cancer and wanted to die working; he had written a script about a dying painter in search of a cure for cancer. All this was brought together in the finished film which went through several edits and the addition of Wenders' narration that includes extracts from Ray's diary. Levels of reality, signified by different modes of shooting and image textures, thus jostle with each other throughout the film
