This report concerns a statistical problem in estimating relationships between resources and readiness. In policy language, the question is which term, resources or readiness, is the discretionary, or causal variable, and which is the determined, or effect variable. In statistical terms, the question is which variable to put on the left-hand side of a statistical regression relationship. Although this issue could arise in studying any area of the budget, we will discuss it in the context of the Naval shore establishment. Such relationships can be useful in determining the cost of bringing deficient bases up to a desired readiness level, or allocating a given BOS budget across bases in order to achieve a uniform state of readiness. This report is concerned with the analytical methodology for relating readiness to spending. We will assume the Navy has managed to obtain reasonable measures of readiness. The question, therefore, is how estimating the relationship between the readiness (R) and BOS cost (C) of a base (in either a cross-section or a time-series analysis)

This is a study of trends in the operational availability of shipboard equipment and factors underlying these trends. Using 3-M data, the study found decreasing operational availability for all three kinds of equipment analyzed. The main components of operational availability, reliability and mean downtime, were examined to determine which was responsible for the decrease. The finding that mean downtime was the main reason, for electronic and HM/E (hull, mechanical, and electrical) equipment, led to an investigation of the trends in deferred maintenance actions, supply times, and administrative delay times. This paper shows that the Navy could save considerable cost and billets by operating more of its underway replenishment ships with civilian mariners under the Military Sealift Command (MSC). By transferring to MSC all of the replenishment ships still under Navy operation, the Navy would save between 10,000 and 12,000 billets and between $280 million and $380 million in annual operating cost. The variation is due to two uncertainties not estimated by the study: the sea-shore rotation statistics of the shipboard ratings (the Navy's target of no more than 50 percent of the time at sea is often not met), and the essentiality of the tasks the shipboard ratings perform while ashore. Using small civilian crews sometimes raises Navy concerns about issues such as ship safety and personnel availability, productivity, and reliability. However, the recent experience of replenishment ships operated by the Navy, MSC, and the British Royal Fleet Auxiliary provides little evidence to support such fears

The Congress directed the Secretary of Defense to provide two studies on the future fleet architectures by January 2005. One study was to be conducted by one of the Federally Funded Research and Development Centers (FFRDCs), and the other by the Office of Force Transformation (OFT) within the Office of the Secretary of Defense (OSD). The two studies were to be conducted independently and to be cognizant of projected and programmed naval platforms, but not to be constrained by them. The Center for Naval Analyses (CNA) was selected to conduct the FFRDC study. To assist in the OFT study, the sponsor requested several organizations, including the Institute for Defense Analyses (IDA), to provide inputs. After receiving and deliberating on these inputs, the OFT produced a report in January 2005 for the Congress. This IDA document, written as a stand-alone report, served as one input to the OFT report. Some of the OFT report findings are drawn from analyses described in this document. Nonetheless, the results found here represent the views of IDA and not necessarily those of the OFT
