Road work : a new highway pricing and investment policy by Kenneth A Small( Book )

11 editions published in 1989 in English and Undetermined and held by 670 WorldCat member libraries worldwide

In this book the authors propose a comprehensive highway policy to meet the goals of efficiency, equity, and financial soundness. Their policy is based on two economic principles: efficient pricing to regulate demand for highway services and efficient investment to minimize the total public and private cost of providing them. Policy recommendations include a set of pavement-wear taxes for heavy trucks, a set of congestion taxes for all vehicles, and a program of optimal investments in road durability. These proposals should be especially attractive to policymakers because they can be implemented with current technology, offer little threat to the major interest groups, and in the long run will reduce the strain on state and local governments' highway budgets

Alternate route : toward efficient urban transportation by Clifford Winston( Book )

11 editions published between 1998 and 2000 in English and held by 581 WorldCat member libraries worldwide

This book develops an alternative solution to urban transportation dilemmas that is based on economic analysis while remaining realistic about political constraints on policy-makers. The authors estimate that efficient pricing and service policies could save more than $10 billion in annual net benefits over current practices, but argue that powerful, entrenched political and institutional forces will continue to thwart efficient economic solutions to improve urban transportation. They believe, however, that some form of privatization would likely improve social welfare more than an efficient public sector system

Lessons from the U.S. Transport Deregulation Experience for Privatization by Clifford Winston( )

2 editions published in 2009 in English and held by 21 WorldCat member libraries worldwide

The purpose of this paper is to suggest how the U.S. experience with deregulating its intercity transportation system can identify important considerations for all countries that wish to pursue privatization. Transportation deregulation in the United States gave private railroad, trucking, bus, and airline companies the freedom to set prices, choose which markets to serve, and what level of service to provide. Because U.S. firms were saddled with inefficiencies that developed over decades of regulation, their adjustment to deregulation has been difficult and time consuming. Nonetheless, deregulation has succeeded to a notable extent in the short run and could provide even greater benefits in the long run
