Previous studies by the Manitoba Post-Secondary Research Reference Committee have indicated a substantial group of high school students who, although they had indicated a 40% or greater chance of going on to post-secondary education the next fall, did not enroll. This group, although academically qualified, had experienced circumstances which caused them to change their minds. This study investigated the basic profile of this nonparticipating group who had indicated earlier post-secondary intentions and attempts to discover the reasons why their aspirations were not realized. The study estimates the proportion of the sample population that entered post-secondary education. For the nonparticipating group, the study provides a profile of socio-economic characteristics, factors accounting for nonparticipation, post high school experiences, and future plans with respect to continuing education. It is considered that this information will be of value to institutions and other post-secondary organizations to understand more clearly why qualified people do not participate in post-secondary education and to assist with the development of plans to meet the educational needs of such individuals. This survey examines post-secondary plans, aspirations, and characteristics of twelfth grade students in order to develop a medium range enrollment forecasting model of postsecondary education and to develop a data base on high school student aspirations. The survey is the third year of a three-year project undertaken in Manitoba, Canada. Information has been generated on students' career choices and the impact and levels of service required for financial aid and guidance service. A total of 60 schools from eight regions were selected for the 1977-78 Post-Secondary Demand and Enrollment Model-II survey. Questionnaire responses were obtained from 1,904 twelfth grade students. Data are provided on plans after high school; planned date of entry into postsecondary study and study plan; college choice; influence of people, high school activities, and circumstances on students' decisions; plans for financing college education; and family background. Research into the area of assessment of post-secondary demand by Manitoba high school students began in 1971, when a sudden drop in the increase rate of post-secondary enrollment was observed. This report is one of a series that has been published based on the high school demand studies. Earlier reports were largely statistical in nature, and presented profile information on Manitoba high school students for each of the years 1971-72 and 1975-76. This report provides more comprehensive information on the plans and profile characteristics of the 1976-77 twelfth grade students. It is presented in a more descriptive manner than the previous one, so as to be easily accessible to teachers and administrators. Chapters include: (1) summary and highlights of findings; (2) methodology; (3) background statistics; (4) plans for the future; (5) influences on decisions; (6) educational aspirations; and (7) regional analysis. Research was carried out to examine the process by which Manitoba's twelfth grade students make decisions concerning post-secondary enrollment. The research provides information on students' career plans, post-secondary education plans, barriers to post-secondary studies, factors influencing students' choices of career education and financial aid needs.
