An Interim Evaluation of the Burroughs-Clinton Busing Program Minneapolis Public Schools by Leaetta M Hough( Book )

In the Fall of 1970, a voluntary, one-way busing program of 59 white students was initiated from the Burroughs Elementary School Area to the Clinton Elementary School. An independent research agency was contracted to evaluate the program. Areas being investigated are attitudes of parents, teachers and students; school attendance; school climate; and scholastic achievement. Results thus far are generally favorable, although some negative effects are suggested. Among the positive findings are the parents' reports that their children like school more, increased school involvement of parents, enthusiasm for the project by the parents and teachers, and improved attendance for both bused and nonbused students. Negative findings suggest that bused students were a less cohesive group than nonbused students, perhaps attended a more "competitive" school, felt more friction existed at school than did nonbused Burroughs students, and perhaps were less satisfied than nonbused Burroughs students. Some of these negative findings were inconsistent with results from parent and teacher interviews. Some of the inconsistency may be due to the use of the nonbused Burroughs students as a comparison group, which assumes that prior to the busing program, the bused students were no different from the nonbused Burroughs sample. If this assumption is wrong, the results of the questionnaire comparisons are not valid. Scholastic achievement data were not available. (Author/KM)

Minneapolis Reserve Teacher Cadre Training A Follow-up Study of the 1969-70 Program by Jennifer L Crowe( Book )

A program to recruit, train, and encourage persons to substitute teach in the inner-city schools of Minneapolis is discussed. A follow-up study was conducted by an independent evaluator, a year and one-half later. Results show that few participants were still on the job. Findings were: (1) 18 prcent of those teachers who completed the program still were substitute teaching in the inner-city schools; (2) Heavy use was made of those who did reserve teach; and (3) The program had an excellent impact on the attitudes of the participants. Recommendations include: (1) Use more careful selection procedures for cadre participants; and (2) Improve placement procedures on completion of training. (Author/CK)

The report describes a manpower assessment and classification system for criminal offenders directed towards making practical training and job classification decisions. The model is not concerned with custody classifications except as they affect occupational/training possibilities. The model combines traditional procedures of vocational psychology, such as job aptitude testing and individual vocational counseling, with more recent technologies, such as life planning exercises, behavioral simulations of job situations, and the "assessment center" concept. The assessment center, the central feature of the classification model, is designed to be conducted at that time just prior to most inmates being assigned to training programs, and is thus labeled a "Mid-Sentence Career Development Center." Offenders would be placed in a variety of behavioral simulations to reveal a profile of strengths and weaknesses to a staff composed of professionals and prison officials. Prior to release, inmates would be scheduled for a "Pre-Release Career Development Center," designed to provide inmates with critical job seeking skills and to continue the life work planning program begun earlier. An evaluation design is included. A site visit protocol form, descriptive data from an inmate survey, information on the assessment center, life planning activities, and a discussion of work samples are appended. (Author/JB)
