State of the art modeling of investment behavior and analysis of incentive and allocative effects of taxation on investment behavior are reported in these proceedings. Leading researchers from seven OECD countries treat problems ranging from modeling investment behavior and estimating investment equations with various data sets to detailed studies of tax influences on investment behavior. Particular attention is paid to tax reform plans, especially in West Germany and the UK. The role of financial variables and uncertainty is analysed. A major topic in the volume is recent work within Tobin's Q-theoretic framework. Papers report developments and applications of Q-type investment functions, and for the first time estimated Q-theoretic investment equations are presented for West German industries taking into account the complex tax structure

Die Anforderungen an Unternehmen auf dem Gebiet des Umweltschutzes wachsen von Jahr zu Jahr. Sie werden durch gesetzliche Vorgaben und vom Verbraucher definiert, gleichzeitig steigen die umweltinduzierten Kosten. Um den höheren Um weltkosten entgegenzuwirken, bedarf es eines wirksamen und erprobten Manage mentinstruments. Dieses Instrument ist heute bereits in fast jedem Unternehmen vorhanden und wird als Controlling bezeichnet. Mit Hilfe des Controlling lassen sich aber nicht nur Kosten begrenzen, sondern die Unternehmensbereiche auch steuern. Deshalb ist es sinnvoll, das vorhandene Controlling-System um ökologische Ziele zu erweitern, um so ein effektives Ökocontrolling-System aufzubauen. Bei dem Versuch, ein solches Ökocontrolling in der Praxis zu errichten, wurde uns deutlich, daß die bislang veröffentlichte Literatur nur eine theoretische Beschrei bung von einzelnen Ökocontrolling-Bausteinen liefert. Die Sichtweise ist oft eine technische. Eine praxisnahe Bewertung von Instrumenten wird meist vernachlässigt, der Bezug zu schon vorhandenen Umweltinformationen nicht hergestellt. Der Aufbau des vorliegenden Buches ist dagegen betriebswirtschaftlich orientiert. Die enge Anlehnung an das "wirkliche" Controlling sichert eine weitestgehende Praxisnähe, da auf bereits im Betrieb vorhandene Erfahrungen zurückgegriffen wer den kann. Ein weiterer Vorteil dieses Ansatzes ist die Möglichkeit einer schrittwei sen Einführung des Ökocontrolling-Systems unter der Berücksichtigung der Moti vation der Mitarbeiter. Außerdem kann das im folgenden dargestellte betriebliche Öko controlling-System nicht nur in produzierenden Unternehmen angewendet wer den, sondern auch in Handels-und Dienstleistungsbetrieben

We study an overlapping generations model of human capital accumulation with threshold effects using regional data for West Germany. Our basic goal is to shed light on what makes German regions grow. The paper finds that the relative income distribution appears to be stratifying into a trimodal distribution. Thus, application of the threshold model to a real world case, here West Germany, shows that the model might help to explain regional growth patterns

This paper analyses the impact of exchange rate uncertainty upon the pattern of investment in different exchange rate regimes (very hard pegs, intermediate regimes, and floats) by means of a unified approach. The comparison of different exchange rate regimes indicates that currency volatility exerts only a small influence upon the level if investment spending. On the other hand, firms turn out to be more cautious about responding to exchange rate shocks in a credible target zone model than in a flexible exchange rate regime or in a target zone model with stochastic realignments

The paper sets up a two-region endogenous growth model to discuss growth and regional convergence of unified Germany. It emphasises the role of private and public capital accumulati on during the developing process. The theoretical part derives fiscal policy rules which establish convergence of regional output per capita and convergence of reginal human wealth. To assess the speed of convergence the model is calibrated with German da ta. Given a fiscal policy rule that is consistent with the data on government spending in East and West Germany after unification the model suggests that East Germany will reach eighty percent of West Germany's income per capita between 20 and 30 years after unification and that actual transfers are approximately sufficient to equalise regional human wealth. The results are compared with an extension of the model that includes wage setting behaviour and unemployment in the eastern region

The standard literature on working time has modelled the decisions of firms in a deterministic framework in which firms can choose between employment and overtime (given mandated standard hours). Contrary to this approach, we consider the impact of uncertainty and real options on the decision of working time, i.e. we examines the determinants of employment and hours in a stochastic framework. We conclude the theoretical analysis with a number of simulation exercises to illustrate the working of the model
