This paper assesses the eventual replacement of the currencies of the GCC countries with a common currency. It concludes that a properly implemented currency union may contribute to enhance economic efficiency in the region, deepen regional integration, and develop its non-oil economy. However, it cautions that a currency union should be seen as only one component of a much broader integration effort. This should include the removal of the distortions that inhibit intraregional trade and investment, agreements on policy frameworks to ensure macroeconomic stability, and further political integration. The paper also addresses the choice of exchange rate arrangement for the unified currency

Two decades after the rational expectations revolution, the Phillips curve continues to be a main pillar of applied research. Macroeconometric models, comparative studies of the macroeconomic performance of different countries, evaluations of the cost of disinflation, and other related applications, regularly make use of regressions of aggregate wage changes on lagged inflation, unemployment, and some other variables. 1 Although now the techniques are more sophisticated, and analysts are more careful at interpreting the results they obtain, the basic approach used to model aggregate wage behavior has not changed significantly. The persistence of the Phillips curve, however, should not be taken as a measure of empirical success: it is well known that the estimated equations have been quite unstable across time and countries

Since the mid 1970s, there has been considerable research on the macroeconomic consequences of wage indexation. Starting with an enthusiastic proposal of indexation by Friedman (1974) and two influential papers by Gray (1976) and Fischer (1977), the academic literature has examined the effects of wage indexation on the costs of disinflation and the level of inflation, the effects of wage indexation on the behavior of an economy hit by alternative types of shocks, the relationship between wage indexation and exchange rate and monetary policy, the type of indexation indicators that are best suited for macroeconomic stability, and so on. The sizable literature that has emerged on the subject has been reviewed by Carmichael, Fahrer and Hawkins (1985), Aizenman (1987), Devereux (1994), Van Gompel (1994)Riveros (1996), and Landarretche, Lefort and Valdés (1997)

The adoption of monetary policy frameworks designed to maintain inflation broadly in line with an inflation target has become increasingly popular. 2 The proposal to use inflation targeting as the fundamental criterion for day-to-day monetary policy, however, remains controversial. The primary criticism of explicitly or implicitly adopting a monetary policy rule based on inflation targeting is that doing so would give no weight to other legitimate monetary policy goals, and that in consequence, it can lead to undesirable outcomes. This concern has been mainly directed at the possibility that inflation targeting generates excessive output instability. 3
