In the violent aftermath of Martin Luther King, Jr.'s death, a movement arose almost immediately to properly memorialize him. In 1968 Representative John Conyers (Dem.) of Michigan authored Bill S400, which proposed to make King's birthday, January 15th, a national holiday. Not surprizingly, there was intense opposition to the Bill from right-wing, ultra conservatives in the Congress under the leadership of Jessie Helms. But there were equally intense lobbying efforts, culminating in the second March on Washington in 1983 (the 20th anniversary of the first March). The support of the popular imagination for the Bill was caught by a birthday song for King, composed specifically for the occasion by pop-star Stevie Wonder. With the aid of important congressmen like Ted Kennedy and "Tip" O'Neil the Bill was finally passed and then signed into law by President Reagan on November 2, 1983 in the presence of King's widow, Coretta Scott King. The film includes scenes from the March of 1983 and the unveiling of a bust of King in the Capitol in early 1986 just before the first celebration of Martin Luther King, Jr. Day as a national holiday

Witnesses attending the meeting talked about the documents, the Bush administration policy planning following the September 11, 2001 terrorist attacks, intelligence estimates on Iraqi weapons programs, and public statements made by officials prior to the announcement of military action against Iraq. Members also talked about refusals by Republican leaders to acknowledge the pre-war planning and reluctance to investigate the matter in oversight hearings. The meeting was held in HC-9 rather than the normal Judiciary Committee hearing room due to Republican objections that the meeting was not an official hearing
