This report summarizes existing data on persons with disabilities in narrative and tabular form. The first section considers definition and measurement of disability including such topics as activity limitation, functional limitation, special population groups and measures, chronic conditions, work disability, federal benefit programs, and state level data. Interpretations and limitations of the data are briefly identified next. The third section presents information on prevalence and characteristics of persons with disabilities. Discussion and statistics are presented for such areas as general measures of disability, disability status of special population groups, and disability and health care status. Work disability is specifically addressed in the fourth section, which provides information on characteristics of persons with a work disability, labor force participation, health insurance coverage, and occupational injuries and illnesses. The section on disability in long-term care facilities considers nursing home residents, mental health facilities and organizations, and facilities for the mentally retarded. The last chapter covers federal benefit programs including special education, Social Security Disability Insurance, Supplemental Security Income, state vocational rehabilitation programs, and disabled veterans. Forty-five detailed tables complete the report. A summary of the Americans with Disabilities Act is appended. (105 reference notes) (db)

Each page contains a topic question, a brief explanatory text (using data from the original source), an explanatory graphic, identification of the source of the information, and identification of the survey used to collect the data. The 38 topic questions are grouped into the following five sections (with sample topics in parentheses): (1) prevalence of disabilities (the number of people severely limited in physical functions and the number needing assistance in daily activities); (2) characteristics of people with disabilities (age, sex, race, ethnicity, income, education, and geographic location); (3) causes and medical cost of disabilities (the most common chronic health conditions which cause activity limitation and costs for medical care); (4) disability in the elderly and children/youth (incidence of disabilities in elderly persons and number of children who receive special education); and (5) work and disabilities (number of people who are work disabled, number of disabled persons in the work force, and earnings). This report presents detailed tables on the medical expenditures of people, from young children to older adults, who are limited in activity or who need assistance in activities of daily living. It uses data from the 1987 National Medical Expenditures Survey and compares these with 1993 estimates. Tables of results are presented on: (1) total and per capita medical expenditures by type of expenditure, activity limitation status, gender, age, sociodemographic characteristics, self-reported health status, and work disability status; and (2) sources of payment for medical expenditures by age group, activity limitation status, and sociodemographic characteristics. Highlights include: 17 percent of the non-institutionalized population are limited in activity and account for 47 percent of total medical care expenditures; 11 percent of these individuals have expenditures of $10,000 or greater; total per capita expenditures are over four times greater for people with activity limitations than for people with no limitations; people limited in activity represent 38 percent of hospitalized persons and 57 percent of expenditures for hospitalization; per capita medical expenditures for white children with activity limitation are nearly twice those for black children; and 4 percent of the non-institutionalized population requires assistance in activities of daily living.
