Hugh Howell was born in about 1720, possibly in New Jersey. He married Margaret in about 1744 in New Jersey. In about 1763 they moved to Loudoun County, Virginia. They had nine known children. Hugh died in about 1777 in Loudoun County. Descendants and relatives lived in New Jersey, Virginia, Ohio, Missouri, Kansas and elsewhere

Sixty-one measurement instruments, all of which have at least minimal reliability and validity are described. They were carefully selected and cross-referenced according to their correlation with the most common needs, goals, and content areas of multi-year projects funded in 1976 by the Women's Educational Equity Act Program (weeap). These tests include: (1) instruments appropriate for evaluating results of the three major types of projects funded under WEEAP--projects to develop and validate programs, curricula, and materials, to effect institutional change and reform, and to conduct staff development; (2) instruments appropriate for evaluating results in content areas common to projects funded by weeap, including career development, occupational/leadership/training, self concept, sex stereotyping behaviors, sex stereotyping awareness, sex stereotyping attitudes, and techniques for coping and combatting sex stereotyping; (3) instruments representative of the following types of measurement: questionnaires and interviews, rating scales, observation, unobstrusive measures, attitude scales, social indicators, and content analysis; and (4) instruments containing appropriate development and/or background information. Harrison Finley (died 1917) came to Calveras County, California in 1860 and married Livonia Josephine Ray. Ancestry of John and William is traced to John Finley (?-1782) of South River, Augusta County, Virginia and Harrison's to John Finley (?-1791) of Middle River in Virginia. Other ancestors lived in Indiana, Kentucky, Illinois, Arkansas, and elsewhere

The California Evaluation Improvement Project (eip) was initiated to improve evaluation skills of educators through in-service training and to improve the use of evaluation data for program improvement by local education agencies. Four aspects of eip are discussed: (1) determining evaluation needs; (2) selecting an appropriate service delivery method; (3) delivering the service; and (4) evaluating the effectiveness of the assistance. It was determined that evaluation needs centered on determining the purposes of evaluation; developing a plan; selecting or developing assessment instruments; collecting and analyzing data; reporting results; and applying the findings. Eight county offices of education, established as a network of eip centers, provided delivery service to local education agencies by offering in-service training. Recipients of in-service training ranged from local education agency middle management personnel to parents, teachers, and members of boards of education. Follow-up studies on the effectiveness of the eip showed favorable results. (Results of the survey of program participants, including comments offered, are included). (Mh)
