The purpose of this report is to describe, chronicle and evaluate for the academic library community at large the Cornell University long-range planning effort. Planning effort is the phrase now used by Cornell librarians to describe their recent and continuing experience in developing a planning team, a dynamic long-range strategic plan, participative management, and the planning process itself. The three-way association between Cornell University Libraries, the Council on Library Resources, which provided the financial resources, and the American Management Association which provided the expertise makes this planning effort unique and of interest to other libraries. If a large number were held in common, there would be a compelling argument for computerized bibliographic databases for shared cataloging and interlibrary loan. An estimate of the amount of research required to fill a new journal of library science and three estimates of the amount of research available by William E McGrath( Book )

To help determine whether a new journal of library research is needed, three estimates of available research are compared with an average-sized journal in the library field. The average number of pages and articles per year (285 and 36) in sixteen primarily American library journals that publish at least an occasional research article were determined by a straightforward count. Three sources of research were examined in order to estimate whether each had enough potential or available material each year to fill a new journal equivalent to the average-sized journal. The three sources were (1) Educational Resources Information Center/Clearinghouse on Library and Information Sciences (eric/clis), (2) rejected but publishable material, and (3) "LIST, ""Library and Information Science Today." The first, eric/clis, suggests that almost enough material is available, the second rejected but published barely enough to fill a new journal, and the third, "list," that there is ample potential if the articles are written. This report describes the multidimensional scaling (mds) method for interpreting collection overlap based on the number of books held by pairs of libraries in large groups (as many as 100 libraries or more). Mds results for four groups of libraries sampled from the oclc database are also presented. Mds is described as a class of data-analytic or descriptive techniques designed to uncover the structure of a database in terms of clusters of similar objects within one or more dimensions. It is reported that (1) in the first group of libraries studied (a random sample of 60 network libraries), public and academic libraries separated in two dimensions; (2) in a random sample of 50 academic libraries, types of libraries (law, medical, college, university, and denominational) separated in two dimensions; (3) a random sample of 100 libraries without regard to type, nevertheless clustered in two dimensions by library type (university, college, public, denominational, medical, and special); and (4) a random sample of 50 public libraries had tentative clusters not yet identified. The implications of these findings are discussed for cooperative collection development, interlibrary lending, partitioning of the oclc database by type of library, and library network relationships. A 22-item bibliography and lists of the libraries included in the study are also provided. (Author/ESR)
