This report, which considers the role of networking activities associated with the technical telecommunication links that bind libraries, services, and patrons together, begins with a historical review of libraries and automation-based systems over the last 19 years. The importance of the development and implementation of standards in interactive library activities for librarians using state or regional telecommunications networks is then discussed, including such factors as the need for increased functionality, performance reliability, consistent user assistance, access, and participation in governance. Also discussed are the activities of the various regional networks involved in the Linked Systems Project (lsp), including the development of standards for information transfer between systems via the telecommunications standard known as the Open Systems Interconnection (osi). The development of the Office of Library Program's leadership role in interlibrary cooperation, especially in the application of federal funding to inter- and intra-state cooperative programs for resource sharing, is also described. A concluding statement briefly discusses a number of issues currently involved in networking, and 10 recommendations are offered for the guidance of the Office of Library Programs in working toward the development of an underlying information infrastructure parallel with the telecommunications infrastructure being created by the National Science Foundation (nsf) and other federal agencies. Funded by the Council on Library Resources, this project surveyed thesauri in the fields of art and architecture to seek out existing projects and analyze their content and form. It found that no comprehensive or standardized thesaurus presently exists for art and architecture; rather individual subjects are tailored to meet the needs of a particular collection. The introduction sets forth general findings and the rationale for a general thesaurus, acknowledges the primacy of Library of Congress subject headings, and analyzes the strengths and weaknesses of that and other systems discussed. The main body presents eleven especially innovative systems: Art Index; Architectural Periodicals Index (riba); Artbibliographies Modern; Avery Index to Architectural Periodicals; E. Betz, "Subject Headings Used in the Library of Congress Prints and Photographs Division"; R. Chenhall, "Nomenclature for Museum Cataloging"; daris, "Dictionary of Materials, Medium, and Technique;" the computerized index of the "Journal of the Society of Architectural Historians"; the "Thesaurus of Iconographic Terms" of the Public Archives of Canada, Picture Division; rila (International Repertory of the Literature of Art); and the Subject Authority File of the Photograph Archive of the Yale Center for British Art. Findings of the study described in this report indicate that the attitudes of library school students toward library automation were not changed significantly by a semester of relevant coursework. It has been hypothesized that these students would have a somewhat negative attitude toward automation, but that through relevant course instruction their attitude would become more positive. The control group--a class in children's literature--and the experimental group--a class in library automation--were given a pre-test at the beginning and a post-test at the end of the semester. It was expected that exposure to library automation in the experimental group would significantly alter post-test response. The Semantic Differential (sd) test of Ford and Young, with some modification, was used to assess attitude. Attitudes of the students as measured by the 15-concept, 20-item, bipolar scale semantic differential test were shown to be only slightly positive. No significant change, positive or negative, was shown by a re-test after the duration of a semester. Included are statistical data tables, t-test scores, a sample questionnaire, and mean scores by concept. (Cwm)
