This book explores the differential effects of recession on public and private sector organizations in America, Europe, and Asia. In America, the last recession led private sector firms to lower their break-even points and the government to seek new sources of tax revenue. In Europe, both the public and private sector organizations focused on the outflow of jobs and the rise in unemployment due to high labor costs, high public support program costs, and the failure of the European Community to become a Common Market. In Asia, Japan underwent a large emigration of production offshore due to the high yen to dollar ratio, a lengthy recession, and a massive government aid program which failed. In Australia and China, the economies recovered from recession and both public and private sector organizations have designed new strategies to keep the economy moving

The ideas presented are based on four years of experience in operating such a course at the University of Hawaii. The first section of the booklet discusses key concepts that have been operationally defined for the learning center at Hawaii; it considers the selection of specific communication skills to be emphasized and the development of learning activities; and it examines details of operation and desirable course outcomes. The second section describes objectives, procedures, and evaluation methods for 16 learning activities designed for use in a communication learning center. The activities teach a wide range of communication skills, including those skills involved in seeking and giving information, working cooperatively with others, writing clear instructions, and making oral presentations. This syllabus describes a communication course taught at the University of Hawaii. The purposes of the course are: to develop an awareness of alternative perspectives, to examine the ways in which people express themselves through the use of technology, to explore a wide range of cross-cultural research questions in which the problems of communications systems and the individual and social needs of communication can be more fully understood, to consider issues involved in the formulation of a communication ethic, to examine the influence of the new communications technologies on traditional media, to investigate concepts of the free flow of information, and to examine critically samples of communications planning for Canada, Australia, and Hawaii, discussing the feasibility of the stated objectives of each. Problem Definition and Problem Solving Among the Five Major Ethnic Groups in Hawaii by Sarah Sanderson King( Book )

To determine what factors either alone or together interact to create ethnic variations in mental health care use in the State of Hawaii, a study interviewed subjects who were randomly selected from the higher income area of Diamond Head/Kahala and the lower income area of Kalihi/Palama. Ethnic groups studied included Caucasian, Japanese, Chinese, Filipino, and Hawaiian/part Hawaiian. The interviewees were of the same sex and ethnic extraction as the persons they interviewed. Responses indicated the following: (1) no significant differences among ethnic groups on what constitutes a "problem" but significant ethnic differences in the quality and the ranking of problems experienced; (2) no significant ethnic differences in the occurrence of stress symptoms during either the open-ended or the structured portions of the interview; (3) no significant differences between ethnic groups in regard to help-seeking behaviors; (4) significantly more male worry and sleeplessness over job-related problems but significantly more female depression, anger, and physical distress from family problems; and (5) no significant group differences in the level of satisfaction with help received. Appendixes include listings of respondents' occupations by ethnic group, types and frequency of problems, and frequencies of help-seeking behaviors cited. (Hod)
