The major powers stage war games in a non-aligned country which are televised world-wide and monitored by representatives from each side. Watkins takes a pessimistic position on Cold War attitudes which may have been overtaken by events. However his despair about entrenched nationalism does not seem to be misplaced although the cutting edge of the satire is somewhat blunted by stereotyping
