Methods for estimating benefits to flood damage reduction measures are well established. There are, however, contexts in which the estimation of benefits are more difficult. Estimating benefits of flood warning and preparedness alternatives in one of the more problematic contexts the Corps' planners face. The 'National Economic Development Procedures Manual-Urban Flood Damage' prepared by the Institute for Water Resources in March 1988, presents a thorough documentation of flood damage reduction benefit estimating procedures. Chapter IX of the manual provides an introduction to the evaluation of flood warning and preparedness system benefits. The purposes of this report are to present a conceptual framework for planners to evaluate benefits accruing to flood warning and preparedness alternatives and to demonstrate methods suitable for estimating these benefits under a variety of planning circumstances

The purpose of this manual is to provide a framework for thinking about NED costs and their various uses by the Corps of Engineers. The intent of this manual is to furnish the reader with the tools necessary to understand what NED costs are, how they are used and how they differ from other definitions of costs. To understand NED costs it is essential that the nature of these other costs be considered as well. Costs are used by the Corps in two primary ways. First, NED costs are used to make decisions about the relative economic efficiency of alternative actions. Once such a decision has been made, dollar costs become the focus of Corps elements as they refine construction cost estimates, prepare budgets and let contacts. Non-Federal partners focus on their dollar costs as they plan for financing their share of project costs. Thus, what we will call implementation decisions require that attention be paid to a different set of costs. Through the focus of this manual is distinctly on NED costs, other costs commonly used by the Corps will be discussed as appropriate

The 'Incremental Cost Analysis for Mitigation in Planning' is the specific work unit for which this report was prepared. This work unit focusses on investigating the issues, problems, and techniques relevant to conducting incremental cost analysis for mitigating fish and wildlife losses resulting from Corps water resources projects. The intent of incremental analysis is to provide information vital to the choice of the overall level of mitigation, as well as to the choice of a particular plan that accomplishes that level. The focus here is on formulating cost effective increments in mitigation, that is on developing the supply of mitigation. Although developed to assist mitigation planning, the approaches discussed are equally applicable to environmental recovery, restoration and enhancement for which the supply or cost of production of environmental outputs is desired. The specific problem addressed by this report is the necessary requirement for linking mitigation management plans, for which costs can be calculated, to changes in the quantity and quality of fish and wildlife resources
