The purpose of this study is to assess the police-media relationship and to suggest solutions to police-media problems. It is mainly from the police viewpoint. The literature, especially books, is limited. Most published information was found in the newspapers, with some coming from the professional journals. Police texts and unpublished academic papers also provided some information. The U.S. Constitution, federal statutes, state and local laws, and case law set the rules of behavior in the relationship between police and media. The law serves as boundary in determining what information flows from police to media and vice versa. Data were gathered by searching the literature both manually and electronically. Information was also acquired through personal interviews, participation in news gathering, and a mail survey. One hundred and thirty-eight questionnaires were sent to California police chiefs. Seventy-five percent were returned. Data were reduced and analyzed on the Pepperdine University computer using the Statistical Package for the Social Sciences. Media policy varies between departments. It typically reflects such factors as candor, distortion, retribution, objectivity, trust, and compromise. It takes form in police manuals, training bulletins and operating procedures. Policy is often influenced by media and public behavior. The discussion of perceptions and attitudes rests on the survey data. These data identified some factors that, statistically at least, explain the perceived quality (good or bad) of the police-media relationship. The relationship between media and the police is largely determined and judged by the role media is assigned in a society. This role, hence the police-media relationship, varies greatly between societies. The role assigned media in a free society is much different than in a controlled one. This leads to the issue of cooperation versus adverseness. This study started with one assumption, that cooperation between police and the media was a virtue. That assumption came into question, however, when the only models of a highly cooperative police-media relationship were found in totalitarian states. A highly cooperative police-media relationship is not a characteristic of western democracies. The adversarial role puts the media in the position of watchdog, gatekeeper, ombudsman, and monitor. The media serves as an incentive for police to behave in a lawful, responsible, and humane manner
