The overall objectives of the subproject are to develop career paths that enable junior officers to make long-term career plans and to assist the Navy in developing assignment strategies that increase career retention of quality Naval officers. The study was undertaken to identify patterns in the duty assignment system that are associated with retention. If patterns are identified that are controllable through the assignment system alternative strategies that increase retention may be developed. Configural (or pattern) analysis models were evaluated for accuracy and stability in providing estimates of retention proportions for a source-to-assignment matrix with several hundred possible assignment patterns. The major finding was that one of the SPA models provided more stable data than did the calculations based on the actual outcomes. This finding suggests that stable estimates of personnel retention proportions are possible for use with a source-to-assignment matrix in algorithms for optimizing the assignment of personnel

In order to look for evidence of possible racial bias in six of the Navy tests for the Enlisted Advancement System, statistical data for a group of black personnel were compared with data for a selected matching group of whites. The first step was to compute item difficulty indices (the percent passing each item) for the black group, for the matching white group, and for a separate group of white personnel that were not matched with either group. A correlation was then computed for each test, between the item difficulty indices for the black group and the item difficulty indices for the nonmatched white group. Similarly, a correlation was computed for each test, between the item difficulty indices for the matched white group and the item and the item difficulty indices for the nonmatched white group. This experiment was repeated separately for four different pay grade levels, providing a total of 24 comparisons. In all comparisons, more similarity was found between the two white groups than between the black group and the nonmatched white group, although some differences were small. It was concluded that the tests may have some across-race bias, but no changes in test construction procedures were recommended at the time. (CTM)
Comparative Racial Analysis of Enlisted Advancement Exams Item Differentiation. Final Report by David W Robertson( Book )

A comparative study of item analysis was conducted on the basis of race to determine whether alternative test construction or processing might increase the proportion of black enlisted personnel among those passing various military technical knowledge examinations. The study used data from six specialists at four grade levels and investigated item analysis data indicating item difficulty, item-test point-biserial correlation, item-subtest correlation, item differentiation (between high scoring and low scoring groups), and item-criterion correlation (where the criterion was the performance factor rating). It was found that item differentiation was generally lower for blacks than for whites; that the highest item-differentiation values tended to be for easier items; that items that were nearly equal in difficulty for blacks and whites tended to be very difficult items; and that items with high item-criterion correlations tended to have low item-test correlations. It was also found that tests of 20 to 30 items selected by the item-criterion correlation method were more valid than longer tests up to 150 items. Various aspects of item analysis are discussed and data are provided for a variety of comparisons. (Author/CTM)
