Starting in 2005, nontax revenue in Georgia is expected to rise significantly, in the form of transit fees for oil transported through the Baku-Tbilisi-Ceyhan Oil Pipeline. Transit fees for gas transported through the South Caucasus Pipeline are expected to start in 2007. This paper discusses (1) how much additional revenue can be expected, (2) prospects for monetizing gas that could be received as in-kind transit fees, in the light of pervasive nonpayment in the domestic gas sector, (3) the impact of these inflows on external competitiveness, (4) how to put in place appropriate reporting on these additional revenues, and (5) whether these inflows justify the creation of a special natural resource fund

The article analyses the process of disintegration and possible reintegration in the case of the former Soviet Union. Firstly, the relative openness of former Soviet republics is documented. Next regional disintegration is discussed and its probable detrimental consequences in a shortage economy. The article goes on to discuss necessary implementations in the area of trade policy, and the barriers to its success. Furthermore, the article looks at the political economy of an international monetary system, the prerequisite for the implementation of a workable monetary system.--SCAD summary

In this paper Soviet republics' economic interdependence is analysed. The picture that emerges can be summarized as follows: Goods flows indicate that the former Soviet Union was a closed and highly integrated economic unit. Huge capital transfers took place within this system from the Slavic republics to the peripheral republics. Interrepublican labour flows were also quite significant, with millions of Russians moving to non-Slavic parts of the USSR in the 1960s and returning from there in the 1970s and 1980s. Currently Soviet interrepublican economic relations are subject to major changes on account of Soviet political disintegration and the transition to a market economy. In 1992, the level of goods exchange declined significantly. Capital transfers are losing in importance. Migration flows are increasing. These trends can be expected to continue in the years to come.--SCAD summary
