Veterans' Employment and Training Service Proposed Performance Measurement System Improved, but Further Changes Needed. Report to the Chairman, Committee on Veterans' Affairs, House of Representatives by Sigurd R Nilsen( )

1 edition published in 2001 in English and held by 228 WorldCat member libraries worldwide

The General Accounting Office (GAO) reviewed the performance measurement system of the Department of Labor's (DOL's) Veterans Employment and Training Service (VETS), which administers programs and activities designed to help veterans obtain employment and training assistance. The GAO review focused on the following items: VETS' proposed performance measures; (2) the data sources VETS proposes to use in its new system; and (3) any other measurement issues that might affect the comparability of states' performance data. The review was based on interviews and discussions with more than 45 officials in 15 states, interviews with VETS officials, and a review of relevant documents. The review established that although VETS' proposed performance measures improve performance accountability over the current system, certain aspects of the new system raise concerns that VETS should address. It is recommended that VETS establish a performance measure that more effectively gauges the success of its staff-assisted services and that it clearly define its target population. The GAO further recommends that VETS eliminate the measure related to the number of federal contractor jobs listed. The following items are appended: a comparison of performance measures used by the VETS, Employment Service, and Workforce Investment Act programs; states' entered-employment rates for veterans in program year 1999; and comments from the DOL. Veterans' Employment and Training Service Flexibility and Accountability Needed To Improve Service to Veterans. Report to the Chairman, Subcommittee on Oversight and Investigations, Committee on Veterans' Affairs, House of Representatives by Sigurd R Nilsen( )

1 edition published in 2001 in English and held by 228 WorldCat member libraries worldwide

A study reviewed the efficiency and effectiveness of the Department of Labor's (DOL's) Veterans' Employment and Training Service's (VETS's) administration of the Disabled Veterans' Outreach Program (DVOP) and Local Veterans' Employment Representative (LVER) program. While veterans received priority employment services at one-stop centers, VETS did not collect appropriate data for determining the effectiveness of these services, including subsequent job retention and wages. VETS's oversight of the DVOP and LVER grants was inadequate. The agency did not have a comprehensive system in place to manage state performance in serving veterans. VETS did not communicate a consistent message to states on expected performance, nor did it have meaningful incentives to encourage states to perform well. VETS's monitoring of the DVOP and LVER grants was excessive and had little effect on service. The DVOP and LVER programs did not always operate well within the one-stop center environment because states did not have the flexibility to design their services for veterans in a way that best met the needs of employers and veterans. VETS had not adequately adapted to the one-stop center environment. Matters for congressional consideration and recommendations for executive action were identified. (Scope and methodology and comments from the Department of Labor are appended.) (YLB)
