Five research institutes covering five European Union (EU) member states and five Central and Eastern European countries participated in a scenario project designed to improve understanding of vocational education and training (VET) systems in their economic-technological, employment-labor, and training-knowledge environments. The participating research institutes used a six-step iterative procedure to construct scenarios for VET in their respective countries. The scenarios were written using 17 descriptors in 9 categories covering the following contexts/dimensions of VET: (1) economic (restructuring, growth, competition, privatization); (2) social-labor (flexibility/mobility, work/training patterns, inequalities, organization of labor); and (3) training dimension (general skills, in-company training, willingness to invest, lifelong learning). To enhance the scenarios' compatibility, the countries were asked to quantify the descriptors using a 5-point scale. The project generated 27 scenarios that were clustered into 4 groups. Specific country policy strategies were also developed and clustered. The following strategies were deemed particularly relevant to the EU: transparency; flexible providers; modern worker; more training within firms; financially responsible individual; protection; forecasting; and monitoring. The Council of the European Communities (ec) has passed a number of decisions related to the creation of a labor market for skilled workers and to the facilitation of their free movement in a merging Europe. The establishment of comparability of vocational training qualifications is seen as a first step toward achieving the mutual recognition of diplomas, certificates, and other formal qualifications and as a prerequisite for enabling workers to make better use of their qualifications to obtain suitable employment in another Member State. The procedure involves several steps: ec selection of relevant occupations or groups of occupations; establishment of expert groups; preparatory studies and development of preliminary lists of possible occupations; development and discussion of draft occupational descriptions; and development of comparative tables. Member States are responsible for dissemination of all information developed. All ec Member States should establish by mutual agreement each occupational description with the title, duties, and tasks. A general assessment indicates that the process has proved its worth because a detailed source of information pertaining to occupations and sectors has been compiled that clarifies differences in training systems in the various sectors and the 12 Member States. Member States should compile the data necessary for every occupation at the ec level. Since 1976 the Management Board of the European Centre for the Development of Vocational Training has given top priority to the problem of youth unemployment. Analysis of the employment and training situation among young people showed the emergence of structural deficiencies in vocational training and employment opportunities and the importance of developing an integrated education, training, and employment program for young people. Accordingly, there is a need for change in the relationship between general and vocational training courses in the final years of secondary education and improvement in the range of attractive training and education opportunities during the transition from school to work. Further study has found that short-term schemes prompted by the current economic situation are not enough to eliminate deficiencies. Although positive results have been achieved with work procurement schemes for young people, they should form part of a comprehensive employment program for all workers. Another suggestion is the improvement of cooperation between schools and firms through the development of alternative training. There is a need for a new form of transition from school to work and from work to school; suitable legislation and collective agreements are required. The Centre has been and will continue to examine new avenues including the possibility of developing a form of postsecondary education designed to combat unemployment, finding and improving the link between vocational training and work procurement schemes, determining the role and purpose of training contracts between young employees and firms as a means of increasing training, and investigating the cost of financing training and postsecondary education and the possibility of spreading costs between government and the private secrtor. Discussion of whether and to what extent initial vocational training and adult education in European Community (EC) member countries can assume a modular form hinges on the issue of the module as an organizational principle. In such a context, modules are viewed not as closed teaching and learning units but rather as integral parts of a more extensive qualification or group of skills in the form of vocational training that is recognized by society and/or the labor market. From the participant's perspective, organizing vocational training in modules means that training can be tailored to individual needs. From the training provider's perspective, learning organized in modules is meaningful only if the modules have been clearly related to some overall qualification or recognized standard. Studies of modularization of education in six EC member states (Spain, France, Germany, Luxembourg, the Netherlands, and Scotland) have confirmed that, to date, the concept of modular instruction has only been applied in isolated cases or with regard to certain target groups or problem areas. It is critical that the many unsystematic approaches to modularization be standardized and that modules be certified if they are to be transferred to standard training and further training systems and disseminated throughout the EC.
