Focusing on education improvement programs in developing countries, this book offers a set of guidelines for applying contingency theory in planning such projects and for selecting appropriate management strategies to implement them. The success of people-centered development programs depends on planners' ability to tailor services to different groups' particular needs and changing people's behavior so that they may more effectively help themselves. The first chapter reviews experience with education improvement plans funded by international assistance organizations such as the World Bank, identifies education innovation characteristics, and traces their implications for selecting project management strategies. Chapter 2 reviews contingency theory, and chapter 3 describes an operational framework for using it to analyze the management requirements of a project and the management capacity of implementing agencies. The next four chapters thoroughly discuss the main elements of contingency analysis, including the environment, task innovation, cultural values, management structures, and organizational structures. The final chapter shows how planners can use the results of these analyses to develop management capacity in organizations that will carry out educational reforms and to modify project and program designs to increase the chances for success. Without rapid and substantial improvements in education access and quality, broader poverty reduction efforts in Sub-Saharan Africa will be thwarted. This book argues that at the cusp of the 21st century, the opportunity to address the often intractable problems of education in Sub-Saharan Africa is perhaps greater than at any time in the past two decades. Economic growth has resumed in many countries, the political commitment to education development is strong, and new democracies have created a more favorable environment for the participation of civil society and communities in policy formulation and program implementation. Information and communication technologies offer new opportunities to overcome the constraints of distance and time. Increased debt relief and stronger international partnerships in favor of education will help ease the financing constraints on accelerating education development. This book proposes a strategy and a program of action for the World Bank's Africa Region, which is striving to support countries in their efforts to accelerate education development. It summarizes the challenges facing education development in Africa, suggests key elements of country responses, discusses the implications of these responses, and proposes actions for improving the World Bank's effectiveness as a partner in education development. The World Bank has supported a broad spectrum of educational reform programs. The outcomes of many of these programs have been mixed. A review of Bank experience found that the most successful programs have a different profile than the less successful programs. The former aimed at comprehensive change, encompassing a wide range of objectives that include administrative and management training and the provision of educational materials as well as the usual curriculum and teacher training components. Most importantly, they adopted an implementation strategy that was congruent with political and economic factors and with the program's objectives. Three interventions were found especially critical for successfully putting programs into practice in classrooms and schools. First, successful programs paid significant attention to strengthening institutions and organizational structure, including developing a capacity for innovative management. Second, successful programs included significant in-service teacher training components. Third, successful programs included strategies to garner the commitment of implementors, external agencies, and government authorities

This paper reviews the scope and the nature of World Bank support for programs aiming at educational quality improvement and change, during the period 1963-1984. Support for educational change represents about 60 percent of the total cost of Bank education projects approved during that period, and had been a prominent feature of education lending. The paper analyzes the nature of Bank lending for educational change, by region, level of education, and specific change objective. The average outcome of the change programs included in this review was 2.5 on a scale of 1 (no limited outcomes) to 4 (outstanding results). The principle findings of the review include several trends. 1) Curriculum change has been the dominant objective of educational change programs supported by the Bank; 2) administrative development and organizational change have been relatively neglected; and 3) the change strategies appear to have emphasized dissemination rather than implementation of the change in the classroom. Finally, 4) the performance of programs in the two Africa regions has been disappointing and is a cause for particular concern

Although heavy investments have been made over the years in the education sector by both governments and international donor agencies, there still remain many questions that arise regarding the quality of education in the developing world. This paper examines World Bank experience with teacher training programs designed to support the implementation of educational quality improvement and change in developing countries. The analysis of a sample of 21 such programs from the World Bank portfolio, demonstrates the critical role of in-service teacher training in the change process. The paper discusses four crucial design features of teacher training components in high outcome change programs. These include: providing locally available and permanent in-service training; creating effective systems of teacher supervision and support; designing the content of training programs in light of the teacher's knowledge and experience; and paying attention to teacher motivation. On the basis of the evidence from the case studies, the paper recommends increased funding for teacher training components in change programs, teacher-centered program designs, and strengthened research efforts to enhance the understanding of the characteristics of effective teaching

The challenges of education development in Sub-Saharan Africa (SSA) at the beginning of the 21st century are urgent and unprecedented. Faced with persistent gaps in the coverage of primary schooling, almost all countries have launched major efforts to ensure that all children will have the opportunity to complete primary education of acceptable quality. Concurrently, accelerating economic growth and social change are creating an urgent imperative to expand access to further learning to strengthen the human resources base. This report provides a timely resource on good practices and potential solutions for developing and sustaining high-quality secondary education systems in African countries. It contains elements of a roadmap for improving the responsiveness of Africa's secondary education systems to the challenges of the 21st century. Its main objective is to facilitate policy dialogue within African countries and between those countries and their development partners. This book addresses issues concerning the education of youth about 12 to 18 years old. It draws on the outcomes of the Secondary Education in Africa (SEIA) initiative, which supported workshops in Kampala, Dakar, and Accra and commissioned eight thematic studies and several background papers underpinning key sections of this book. The emphasis is on general junior and senior secondary education, complementing earlier work on skills development in Sub-Saharan Africa. Secondary education has generally been neglected in education policy and practice. This is now changing, but still suffers from being addressed separately from other parts of the system. What are needed are secondary education plans that are integrated with longer-term national plans for education development
