In the post cold war, the United States Air Force is challenged by the need for increased maneuverability of the U.S. space assets, and the need to reduce launch costs. These needs have spawned the Electric Propulsion Space Experiment (ESEX). ESEX will address key issues associated with high power arcjets. Measuring performance in space and interactions on the spacecraft of this new plasma propulsion system will provide the first step towards the operational use of high power arcjets. Currently, the program is nearing completion of the second phase, in which the subsystems are being built, tested, and integrated into a flight unit. In the third phase, the flight unit environmental tests will be performed. In the last phases, the flight unit will fly aboard the P91-1 spacecraft, the Advanced Research Global Observation Satellite (ARGOS) in late 1995

The paper discusses the unique design and construction of the vacuum, cooling, power and propellant systems of the arcjet experimental facility. An overview of current and future arcjet thruster development is presented. The thrusters discussed are 10-30 kilowatts in power, use ammonia or hydrogen as propellant, and are either radiation cooled or regeneratively cooled. Extensive calibrations have been conducted on the mass flow system. The uncertainties have been quantified over a large range of mass flows and propellants. The vacuum system is quantified for actual pumping capability. Power system bas been analyzed for voltage and current output stability and ripple. The thruster's Electromagnetic Interference (EMI) has been characterized to support a space experiment with arcjets. This is the only facility in the world developing and characterizing high power arcjets for the use in orbit transfer

The Air Force Research Laboratory and Pratt & Whitney have teamed to demonstrate an advanced expander cycle engine. Scheduled to be the first of the Integrated High Payoff Rocket Propulsion Technology (IHPRPT) program engine demonstrators, it is scheduled to be tested in late 2000. The expander cycle offers low cost, high thrust to weight and a highly reliable engine ideally suited for upper stages and some future military spaceplane concepts. This technology program will push the performance envelope of existing expanders to higher thrust. Throughout design and manufacture, new methods have been adopted which will increase reliability and reduce component fabrication times
