Corps of Engineers flood control studies have normally included an upward adjustment in flood damages to reflect the impact of increasing real income. Thus it is alleged that the increases in real income tend to result in increasing real value of property and contents in the flood plain. Current regulations restrict the application of an affluence factor to contents of residential property and provide limits to its use. This investigation explores two sources of data which potentially could be used to construct indicators of long-run changes in damageable value of commercial and industrial property and contents. This report finds that aggregate national data sources do not permit a consistent indicator of shifts in the real value of commercial and industrial property and contents. Further investigation of two areas for which the Corps had conducted several flood damage studies reached inconclusive results for two important reasons. First, the composition of commercial and industrial occupancy of flood plains rapidly shifted and second, repetitive flood damage surveys rarely resurveyed property previously surveyed, preferring to concentrate on development originating since the last survey. Thus the time series data was faulty for use in constructing indices. (Author)

The use of the altitude (low-pressure) chamber as a diagnostic tool in problem aeromedical cases was discussed. It provides a controlled altitude environment at ground level, thus providing greater safety and easier monitoring. Each flight must be tailored to the individual case and should closely simulate the actual conditions surrounding the referral incident. Case histories of consultation cases from the School of Aviation Medicine have been presented. The chamber was an aid to diagnosis in the following types of cases: ENT problems, cardiac problems, pulmonary problems, hypoxia, hyperventilation, and head injuries

These reactions were classified into five groups briefly characterized as follows: circulatory reactions following bends with recovery at ground level or within 2 hours; circulatory reactions with recovery followed by delayed reaction; circulatory reactions progressing to shock; initial syncope without previous symptoms; and neurologic signs and symptoms

Two sets of administrators (principals and superintendents) were asked if selected inservice education programs were being implemented currently in the respondents' schools and school systems and, secondly, what their perceptions were of the need for selected inservice education programs in the next five years. The study requested responses of a priority ranking to the need for each of 26 inservice education programs during the next five years. An indication of which of the 26 programs was currently being offered in a school or school system was also requested. Responses of the principals showed a greater frequency for those programs mandated by law as well as some of those which represented the concerns of the public. Both principals and superintendents anticipated a need to continue the current programs and placed low priority on programs that would focus on greater personal-social-career development of pupils. Characteristics of College and Non-College Attendants Who Submitted Act Scores to a Black College by Charles A Berry( Book )

The purpose of the study was to analyze selected characteristics of 3,385 high school graduates submitting American College Tests (act) profile reports to a black college. Additional data was obtained via questionnaire from 1,059 graduates that were non-attendants. These samples were subdivided into the following groups: attendants at black and white colleges; vocational school trainees; non-college attendants; and non-respondents. Comparisons among groups were made on the variables of academic potential; educational aspiration and need; status in and size of graduating class; residence; and reasons for taking postsecondary training or enrolling in college. Performances on act subtests and composite were below the national average, with the highest and lowest performances in natural science and social sciences. Highest and lowest high school Grade Point Averages were in social science and mathematics. Large numbers participated in advanced and honors courses and extra-curricular activities in high school. Level of aspiration was high. Most needed financial assistance to defray college expenses. Ninety percent graded in top half of their class; fifty-eight percent were from rural areas and small cities. If scores are submitted, non-blacks do not state race. White colleges do drain black potential. Many black seniors are unrealistic in aspiration and choice of educational major. (Author/JM)
