During the past two decades, professionals in prisons and those in other correctional systems worked assiduously to improve their approaches to classifying offenders according to custody, work, and programming needs. As a result of these efforts, criteria for custody decisions have been validated, custody decisions are more consistent, overclassification has been reduced, prisoner program needs are assessed more systematically, and institutional violence has declined. This report summarizes the current state of the art in prison classification, focusing on the use of prison classification instruments for custody or security rating purposes. It addresses the history and elements of objective prison classification; provides detailed guidelines for implementing new systems; reviews evaluation methods; and discusses the impact of environment and management and issues related to linkage of classification data with the release consideration process

This report addresses the need for classification systems that provide necessary information about women offenders, are adapted to women, and are effective in matching women to appropriate custody levels and programming. It highlights study findings on current practices for classifying women offenders and reviews the key elements of NIC-assisted classification initiatives in seven states. Following an executive summary are six chapters: introduction; classification issues for women offenders--the literature; NIC Prisons Division--womens classification initiatives (e.g., National Assessment of Current Practices for Classifying Women Offenders and Working With Correctional Agencies to Improve Classification for Women Offenders); building blocks to effective classification of women offenders; addressing classification issues that require systemic change; and future steps. There are also two appendixes: descriptions of seven states women's classification initiatives (Colorado, Florida, Hawaii, Idaho, Nebraska, West Virginia, and Wisconsin); and sample initial and reclassification instruments developed by Colorado and Idaho
