This <<CRS Issue Brief>> deals with the current budget pressures affecting the United States refugee assistance programme. After defining the issue facing the Migration and Refugee Assistance account - growing international refugee assistance needs and the dramatic increase in the number of Soviet emigrants - the brief focuses on the budgetary aspects of the refugee aid programme. It begins with a background and analysis of the US refugee aid account and the current status of international refugee needs. Information is provided on the factors influencing US decisions to aid refugees and the actual amounts of money appropriated by the US Government in different categories for the last few years. The brief then examines three main issues: constraints to increasing the migration and refugee budget; growing emphasis on refugee admissions; and difficulties in responding to unexpected refugee emergencies. A brief analysis shows where increased refugee expenditures can be anticipated in the next few years. It concludes with a discussion of proposed options for resolving programme cost problems. This <<CRS Issue Brief>> describes conditions in the region of northern Iraq in April 1991, the US and international response to the plight of the Kurds, and the short and long-term policy issues that the US Congress may consider in that regard. The report begins with a review of the short-term actions taken by the United States to help the Kurds and the background to this assistance in terms of international assistance. The brief then describes the status of refugees in and from Iraq as of September 20, 1991, including regions in the north and south of Iraq. Mention is also made of the conditions elsewhere in Iraq, especially the damage to the Iraqi infrastructure and the food situation. A separate section of the brief reviews the international activities in Iraq, with specific figures showing requests for international humanitarian assistance by the United Nations and the Red Cross. US assistance up until September 20, 1991 is presented, in terms of the programmes funded, the amounts and the dates. Additional information on US assistance includes requests for additional aid and Congressional action, the role of the US military, and Operation Safe Haven. The last part of the brief analyses the long-term implications of the crisis for US policy and the Congress. A United Nations Transitional Authority in East Timor (UNTAET) was established in October 1999 following the entrance of U.N.-sponsored international peacekeepers into East Timor. These measures came in response to Indonesian-instigated violence against East Timorese who had voted overwhelmingly for independence from Indonesia in a referendum of August 30, 1999. It is to help East Timor recover from the violence through humanitarian aid and reconstruction of facilities that were damaged or destroyed. Independence is estimated for the end of 2001, but recent statements by U.N. officials suggest that it could be postponed. The United Nations also has been involved in Indonesian West Timor in assisting about 240,000 displaced East Timorese who fled or were forcibly transported to West Timor during the violence. The U.N. operations are financed through assessments on all member nations and voluntary contributions from governments. East Timorese militia groups, who committed much of the violence in September 1999, regrouped in West Timor after the establishment of UNTAET. They controlled the camps housing displaced East Timorese, preventing many from returning home. The United States faces several policy issues: levels of future aid to East Timor, the U.S. role in assisting an indigenous East Timorese military force, and influencing Indonesian policy toward East Timor
