Au sens strict, un chantier n'est qu'un lieu, un terrain destiné à accueillir des travaux, autrefois navals ou forestiers. Avec le temps, le terme a mué en métaphore, désormais synonyme d'un creuset pour constructions de tous ordres, projets de bâtiments ou projets de société. Nul doute que le gouvernement du Québec, mettant en chantiers cinq objets liés au devenir de l'enseignement supérieur au terme du Sommet de février 2013, souhaitait aboutir à un projet de société. En ouvrant des chantiers plutôt qu'en lançant une commission d'étude sur un sujet aussi vaste et encore brûlant après les tensions de 2012, l'État choisissait toutefois un itinéraire et des voies modestes. On ne saurait repenser l'institution universitaire d'ici ou d'ailleurs, son histoire, ses mutations, son avenir, en quelques semaines, en cinq mois précisément pour notre chantier sur la loi-cadre des universités qui devra notamment, selon les mots de la première ministre, clarifier la mission des universités au Québec
