On January 1st 1994, at the same time as the North American Free Trade Agreement (NAFTA) took effect, the Zapatista Army of National Liberation (EZLN) rose up in insurrection in Chiapas. After 12 days of war with the Mexican Army, a truce was established followed by months of negotiations. Weeks of grassroots discussion in the Zapatista mountain communities led the EZLN to reject the government's proposals as empty rhetoric. Instead of restaring the war the EZLN called on Mexican civil society to come to a National Democratic Convention and plan for a peaceful transition to an authentic direct democracy. The convention took place in the conflict zone in a remote region near the Guatemalan border, two weeks before the August 21, 1994 elections
