Between April and October 1980, approximately 135,000 Cubans and Haitians arrived in the United States. This massive migration in such as short time represented a humanitarian, immigration, law enforcement, and domestic political problem. In July 1980, President Carter created the Cuban-Haitian Task Force, which took over (from FEMA) the management of four processing centers -- Fort Chaffee, Arkansas; Fort Indiantown Gap, Pennsylvania; Fort McCoy, Wisconsin; and Eglin Air Force Base, Florida. The records of the Cuban-Haitian Task Force document conditions at the four camps, operation of the camps, and the experiences of the Cuban and Haitian immigrants. The collection also includes reports and correspondence pertaining to the main activities of the task force
