Presents results of a province-wide mail survey undertaken to determine British Columbia residents' views about wilderness issues and the values they place on protecting wilderness and participating in wilderness recreation. Issues examined in the survey include the importance of wilderness, the benefits and concerns regarding wilderness protection, uses that should be allowed in wilderness, and the amount of additional taxes and fees that residents would be willing to pay for a doubling or tripling of provincial wilderness areas. This study examines the cost of processing logs into lumber in interior British Columbia, based on confidential data collected by the provincial forest service in an annual survey of lumber manufacturers. The study identifies factors that are important in determining lumber manufacturing costs and develops a theoretical manufacturing cost model. Empirical results are presented for the estimated cost functions and are used to show how sensitive manufacturing costs are to changes in the independent variables and also to determine the derived demand for labour. The final section discusses how the results may be used in the valuation of standing timber. An appendix examines in more detail the manufacturing cost data by manufacturing phase

Recently, governments have begun turning to the use of economic instruments as a means of pollution control and revenue generation. Included in the list of potential economic instruments are waste discharge fees, transferable discharge permits, deposit systems, and environmental excise taxes. The potential application of the latter economic instrument, environmental excise taxes, to B.C.'s environmental management problems is the focus of this paper. The report reviews the use of excise taxes as a tool for use in the field of environmental management, and attempts to identify specific environmental problems in British Colombia to which excise taxes could potentially be applied
