Computerized support of the pretrial confinement decision-making process in the Marine Corps by

This thesis explored the feasibility of developing an expert system to assist Marine Commanding Officers in making accurate pretrail confinement decisions. The predictive value of a number of factors was investigated, based on interviews with those who make or review pretrail confinement decisions regularly and on a preliminary study of eight battalions at Camp Pendelton, California. The study revealed eight factors with predictive value. Rank, prior unauthorized absence, year of service, age, receipt of unit awards and position page 11 entries manifested the types of association expected, based on the interviews. Seriousness of the charges showed a surprising inverse association with unauthorized absence, while GCT score suggested that those of average intelligence were less inclined to flee than those of either above average or below average intelligence. Findings were incorporated into a first-version prototype of the Pretrail Confinement Advisor (PCA) expert system using the M.1 Knowledge System Software Tool. Procedures for refinement and field testing of the prototype were recommended. Keywords: Military justice; Expert systems; Confinement; These

Based on a review of file data, magazines and newspapers, and interviews, this futures study examines the impact of Intelligence Vehicle Highway System (IVHS) technology on the California Highway Patrol by the year 2002. Trends for forecasting the potential of IVHS were chosen, assessed, and prioritized based on their social, technological, environmental, economic, and political significance. The five trends used in this futures study included the efficiency of highway systems, law enforcement role modification, tort liability and litigation, competition for IVHS funding, and IVHS development costs. Five probable events most important to the issue were selected: cost- effective IVHS developed, Federal Government legislated mandatory IVHS standards, Federal legislation funds development of IVHS systems, computer malfunction contributed to major traffic collision, and class action suit filed for vehicle monitoring. To capitalize on the emerging IVHS technology, this author recommended several courses of action for the California Highway Patrol: to join the State Department of Transportation to develop IVHS systems on State highways, enact a master plan for IVHS development, and engage police agencies and sheriff's departments in adopting IVHS acquisition plans. Other chapters presented a strategic plan for the Highway Patrol to achieve its mission to reduce traffic-related injuries and deaths as well as a transition management plan
