Recognizing the importance of the acid deposition issue, the governments of B.C., Alberta, Saskatchewan, Manitoba, the Northwest Territories, and Canada held joint consultations in 1980 to review the available information on air pollution from western and northern Canada. While target loadings have been established for moderately sensitive ecosystems in eastern Canada, there is no national standard for the protection of highly sensitive environments. A task group was set up to develop and recommend interim critical loadings for highly and moderately sensitive aquatic and soil systems in western and northern Canada. This interim report gives background information on the development of standards, and describes the progress made so far on the recommended process and the measurement methods

In 1980, the deputy ministers of the provinces of B.C., Alberta, Saskatchewan and Manitoba and senior officials from Environment Canada agreed to cooperate on issues related to the long range transport of air pollutants (LRTAP). In 1982, the Government of the Northwest Territories joined the consultative committees and a 3-year program was begun to identify current conditions and to provide information for developing management strategies. A third agreement was signed in 1988. This report presents a summary of the monitoring and research activities carried out during 1988 by each provincial and the federal government. Summaries are also given of jointly managed activities and industry and institution activities. Major monitoring activities include sulphate and nitrate deposition rate in precipitation, characterization of total deposition (wet vs dry); quality of sensitive surface waters and terrestrial environments; and characterization of the role of nitrate, ammonia, and metals deposition. The validation of mathematical models to assist in management strategies is also continuing

In December 1982, the Committee, containing representatives from the federal government and the environment ministries of B.C., Alberta, Saskatchewan, Manitoba, and the Northwest Territories, launched a research program to identify current conditions in western Canada and provide the information necessary to develop management strategies. This annual report gives a history, current status and future activities of the Committee as a whole, then presents details of the programs of each of the governments in emission and control technology, air quality and deposition, surface water, soils and geology, vegetation and health. Jointly managed activities and industry and institutional activities are also detailed, along with tables of the annual deposition of wet sulphate at sampling stations in Western Canada. A glossary is included, as well as with the priorities for coordinated research and monitoring from 1985-88
