The changes in the security environment in Europe, reduced defence budgets and a wider range of challenges have had important implications for defence industries. This paper examines these problems and will contribute to the further discussion of the themes they raise
Military intervention and the European Union by Martin Ortega( )

3 editions published in 2001 in English and held by 108 WorldCat member libraries worldwide

This paper proposes a new set of conditions by which to determine the best possible link between the legality, legitimacy and political opportuneness of military intervention, since the principle of non-intervention in a state's internal affairs no longer appears adequate, either as a basis of international law or as an assurance of stability in the post-Cold War world
Ukraine, Russia, and European security : implications for Western policy by Peter van Ham( )

4 editions published in 1994 in English and held by 107 WorldCat member libraries worldwide

Among the range of problems which have arisen following the breakup of the Soviet Union, those of Ukraine and its relations with Russia, particularly in the nuclear field, are among the most difficult. They present particular dilemmas for West European security policy-makers endeavouring to develop a satisfactory mix of approaches to the two countries. The author has both set out the problems and examined the record of Western policy to date before making some proposals for the future policy of the West

Europe and the challenge of proliferation by Yves Boyer( )

6 editions published in 1996 in English and held by 105 WorldCat member libraries worldwide

This Chaillot Paper focuses on the main proliferation challenges facing Europe as a whole, and examines the policies which have been formulated by the main West European countries and their security organizations. It addresses a number of key aspects of the challenge posed to Europe by the proliferation of conventional and non-conventional weapons and sensitive technologies. Particular attention is paid to the following questions: (1) what are the main proliferation risks and challenges for Europe? (2) what is the current state of affairs in Europe's response to these challenges? and (3) how can or should effective European non-proliferation policies be formulated?

Cooperative security in the Baltic Sea region by Olav Knudsen( )

3 editions published in 1998 in English and held by 100 WorldCat member libraries worldwide

The Baltic Sea area has for centuries been a hub of international activity and exchange, embodied in particular by the Hanseatic League, with resulting conditions of intense cooperation and shared prosperity. It is therefore not surprising that, contrary to widespread fears, the situation in the region did not break loose after the bitter divisions imposed by the Cold War: in more ways than one, the region constitutes another 'mediterranean' area, with a potential for political solidarity and common security. In many of the countries on the shores of the Baltic the urge for European reintegration, in economic, political and security terms, has been particularly insistent; in others, less so. Which accounts for the fact that their international institutional statuses remain quite heterogeneous. This does not in itself diminish regional stability, while promoting differentiated formulas of convergence and cooperation that are conducive to overall security.--
From Nice to Laeken : European defence : core documents by Maartje Rutten( )

6 editions published in 2002 in English and held by 99 WorldCat member libraries worldwide

This is the second volume in a special series of Chaillot Papers presenting core documents on the EU's security and defence policy. This volume and subsequent ones will recapitulate developments regarding ESDP during the preceding year. 2001 reveals relatively less progress than the period up to Nice, although efforts needed to realise ESDP plans up to that date must not be underestimated. However, a lower frequency of meetings and initiatives was noticeable, especially as regards capabilities. In addition, 2001 was marked by the horrifying terrorist attacks in the US on 11 September, which impacted on the EU and ESDP, although the exact extent of this impact and possible required changes remain the subject of discussion. Therefore this paper is divided into two parts. The first part covers documents on further development of ESDP, while the second contains documents on EU responses to the terrorist attacks that are most closely related to ESDP and thus to the goal of this paper
Towards a European weapons procurement process : the shaping of common European requirements for new arms programmes by Keith Hayward( )

9 editions published between 1997 and 1999 in English and held by 99 WorldCat member libraries worldwide

Much must still be done prior to the emergence of a fully fledged CFSP and a European Armaments Agency. Institutions like the EU, WEU, the WEAG/WEAO framework and possibly the JACS can provide specific impulsions toward common requirements and an integrated European DITB. In this paper, the author analyses the process by which common requirements are formulated, and makes some concrete proposals for achieving this hitherto elusive goal
European Public Opinion and Security Policy by R Sinnott( )
