This is the sixth Annual Review of Development Effectiveness (ARDE), covering the year 2002. its findings indicate that the Bank's country, sector, and global programs are consistent with the Millennium Development Goals (MDG) themes, increasingly focused on poverty reduction. The review assesses, and evaluates the outcomes of its development assistance, indicating that at the project level, outcomes continue to improve, with seventy seven percent satisfactory ratings in FY01 (exceeding for a second year the Strategic Compact target of seventy five percent); over two thirds of projects were rated as likely, or highly likely to be sustained; and, one half rated as having substantial, or higher institutional development impacts. Sector strategies show increasing attention to poverty linkages, although findings suggest intensified efforts in the identification of relevant development outcomes, and corresponding intermediate indicators, as well as strengthening capacities, and incentives to monitor and evaluate development outcomes. The current global financial and economic crises are likely to put enormous pressure on governments to respond with immediate measures and to undertake far-reaching reforms in the medium term, requiring a substantial increase in donor support. To protect the poor and enhance benefits to them, key policy reforms will need to be underpinned by systematic analysis of their expected poverty and social impacts. The World Bank's experience to date with the Poverty and Social Impact Analysis (PSIA) approach provides useful lessons for addressing these issues. Overall, implementation of the PSIA approach has had considerable limitations. There have been tensions between the various operational objectives assigned to PSIAs. The tensions concern inconsistencies between informing country and Bank policy decisions in a timely way and building country analytic capacity. PSIAs have had limited ownership by Bank staff and managers and have often not been effectively integrated into country assistance programs. Quality assurance, monitoring, and evaluation of the overall effectiveness of PSIAs have been weak. To improve PSIAs' effectiveness, this evaluation recommends that the Bank take measures to ensure that staff fully understands what the PSIA approach is and when to use it, clarify the operational objectives of each PSIA, and ensure that the approach and timeline adopted are aligned with those objectives. Quality assurance mechanisms should be strengthened to ensure that PSIAs are designed to achieve the intended effects

Experience has proven that an orderly adjustment process designed to establish a new equilibrium growth path is indispensible for improving the longer-term position of the poor. Some adjustment measures can affect the poor adversely. The most common way of addressing the adverse impact of adjustment has been the implementation of targeted compensatory programs. Such programs can compensate those affected directly by adjustment or provide temporary employment or relief to the chronically poor. Changes in the design of adjustment programs can promote the longer-run interest of the poor, but have received relatively little attention. Appropriate design changes can help to foster pro-poor growth and enable reallocations of public expenditures in ways that support, or improve the efficiency of, programs that help the poor to take advantage of the emerging economic opportunities. Finally, appropriate design changes can target subsidies more effectively. Subsidies that have a large impact on the incomes of the poor, should not be reduced or eliminated unless alternative means of reaching the poor are introduced
