As part of the pollution abatement component of the Fraser River Action Plan, an inventory of all combined sewer overflow (CSO) discharges to the Fraser River Basin was conducted. For each CSO located, information is given on the sites, the structures, the overflow volumes, frequencies and quality, the contributing industries, and the receiving environments. The main sources of information were the Greater Vancouver Regional District and the City of Vancouver and no field work was required. This report summarizes the data collected and provides comment on the information and the means of its collection

This report is a first initiative towards the development of a sewer use control program for British Columbia. It involved an inventory of the sewer use bylaws in effect in the municipalities of the Fraser River Basin and the Burrard Drainage Basin, and the other regulations governing the discharge of wastewater in B.C.; reviewed the United States industrial wastewater pretreatment program and the Ontario sewer use control program to provide recommendations for a suitable program; and discussed wastewater minimization opportunities for industries and commercial enterprises. A survey was conducted of the 48 municipal jurisdictions located within, or discharging wastewater to, the Fraser River Basin and the Burrard Inlet Drainage Basin to obtain a copy of the municipal sewer use bylaw and to elicit information potentially beneficial to the development and organization of a model source control program

The purpose is to identify the issues that need to be addressed to ensure a sustainable future. This report is an overview of the economic and demographic conditions including population numbers and distribution, employment in the region's various economic sectors, and economic activity in the region. Historical trends for some information have been identified. Quality of life measures have also been addressed to determine how the regional population is faring as compared to Alberta's and Canada's populations.
