Based on the SEFAM (Supporting Extended Family Members) program, the manual is intended to help organize a program for fathers of handicapped young children. A program for fathers and infants focuses on unique father concerns and resources. The first chapter further explores reasons for father programs while the second describes program components (including information on qualifications for facilitators and father co-facilitators and on program goals). Program development tasks, such as awareness and recruiting activities, are considered. Chapters 4-6 address specific aspects of each meeting: the father's forum, in which fathers can discuss experiences and problems; songs and activities and snack time (with descriptions of sensory, motor, and art activities that have been used successfully with fathers); and guest speakers who provide information primarily on education topics. Chapter 7 suggests ways in which the components fit together, and the final chapter discusses approaches for evaluating the program Appendixes supply information on active listening and the role of the sponsoring agency; samples of "awareness" materials, press releases, and brochures; and evaluation materials. This fact sheet provides an overview of the special concerns of siblings of children with special health and developmental needs, describes one model approach addressing these concerns, and outlines considerations for respite care agencies. Special concerns of siblings include feelings of loss and isolation, an unmet need for information about the disability or illness, increased caregiving demands on older sisters, overidentification, pressure to achieve, guilt, resentment, and concerns about their and the sibling's future. Positive aspects experienced by such siblings are also noted. Characteristics of appropriate programs are suggested, including an opportunity to meet other such siblings and to discuss joys and concerns they have in common, a chance to learn more about the implications of the special needs individual, and an opportunity for parents and service providers to learn more about siblings' common concerns. A model format for 4-hour meetings held monthly or bimonthly is briefly described. One of six summaries of workshop sessions (See TM 000 130), designed to strengthen the evaluation of costly programs and their effects, this handbook presents an analysis of both random and nonrandom sampling errors by application of the Bayesian model. This model attempts to formalize the process and procedures of inference from data through explicit consideration of the researcher's beliefs, insofar as they bear upon the study underway. Thus, if he feels that nonresponse error, for example, is likely to be large, this feeling is incorporated into the model. Major error sources for each parameter are sampled and values of all the variables are determined to show how these parameters define the sampling problem. Another method involves formulation of error ratios in terms of certain established values. An example of the application of the model to a survey using mailed questionnaires is given. (LR)
