The population of Sub-Saharan Africa stood at 854 million in 2010. Annual population growth averaged 2.5 percent, with a relatively high sustained fertility rate, fostered by the fact that two-thirds of the population is under 25. The region has the highest proportion of poor people in the world, with 47.5 percent of its population living on less than $1.25 a day, as measured in terms of purchasing power parity in 2008. It is also the only region in which the number of poor is still rising. This book contributes to knowledge on the functioning of urban labor markets in Sub-Saharan Africa by investigating following questions: which individuals lack access to employment or are employed beneath their capacities; does education improve working conditions?; what opportunities does the labor market offer to climb the social ladder?; is the lack of good-quality jobs for adults and the poverty it implies one of the reasons for the prevalence of child labor?; do women and ethnic minorities have the same access to the labor market as everyone else?; how does the formal sector live alongside the informal sector?; what role does migration play in the functioning of labor markets?; and are there traits common to all urban labor markets in Africa, or is each country different? This book attempts to answer these questions by studying 11 cities in 10 countries (table O.1). Comparative studies are often based on disparate measurement instruments, which risk marring the validity of the findings. This study is based on a set of perfectly comparable surveys. The study also covers a number of topics (migration, child labor, job satisfaction, discrimination, and work after retirement) in addition to the topics covered by Lachaud (unemployment, access to employment and mobility, segmentation, labor supply, and poverty). This book is divided in five parts. The first is comparative analysis of urban labor markets in Sub-Saharan Africa; second is job quality and labor market conditions in Sub-Saharan Africa; third is dimensions of labor market inequalities; fourth is the key coping mechanisms and private responses; and fifth is moving forward

The contributions also show that there remains a large gap between the principles of the World Bank and IMF's strategies and their application. That this valuable and insightful book will be of great interest to students and lecturers involved in development economics goes almost without saying. In October 2019, Abhijit Banerjee, Esther Duflo, and Michael Kremer jointly won the 51st Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel "for their experimental approach to alleviating global poverty." Le Viêt Nam est devenu en janvier 2007 le 150e membre de l'OMC (Organisation mondiale du commerce). Depuis le lancement du " Doi Moi " (Renouveau) intervenu fin 1986, ce pays connaît une croissance économique très rapide, parmi les plus élevées du monde. Le processus d'intégration accélérée du Viêt Nam à l'économie mondiale après plusieurs décennies de guerre et d'isolement, dont l'adhésion à l'OMC représente une étape supplémentaire, joue un rôle majeur dans le développement du pays. Grâce à la croissance, la pauvreté a reculé très rapidement. Même si le Viêt Nam fait partie des pays en développement les moins inégalitaires selon les comparaisons internationales, les inégalités sociales sont en augmentation depuis le début du processus d'ouverture. En quoi l'adhésion du Viêt Nam à l'OMC, qui intervient peu après celle de la Chine (2001), est-elle susceptible d'influer sur le sentier de croissance de l'économie vietnamienne et sur son intégration à l'économie mondiale? Quel peut être son impact sur l'emploi et sur le processus de restructuration de la population active? Au-delà, quel impact sur les inégalités et la pauvreté? Toutes ces questions sont au cœur des débats de politique économique au Viêt Nam. "As with all countries that work in mysterious ways that need explaining, which is the exact purpose of this book, Madagascar in all its historical depth and subtle player interactions is far too complex to reveal itself outright. A key needs to be found if there is to be any hope of progressing towards this ambitious and ostensibly unattainable goal, for us in any case. In research, the greatest scientific discoveries have often sprung from a simple question whose ramifications are not always immediately apparent. We obviously do not pretend to aspire to these heights, but our approach has evolved from the same starting point. It is no secret that Madagascar is "in a bad way" with so many areas in which its performance is sorry, if not dire. Yet once this patent diagnosis has been made, where do you start? In our case, the simple question we asked as a way in to the Malagasy equation concerned economic growth, not because it is the only or most important question, but because it has certain advantages for our case in hand. First, a straightforward curve gives a clear idea of the situation, at least over the last fifty years. Second, the growth question is probably the issue that has most engaged economists, and many others besides, for centuries. This paper investigates the dynamics of the informal sector in Madagascar during a period of fragile growth. Overall, the behavior of informal firms in terms of earnings, employment and capital accumulation points to a degree of heterogeneity which goes beyond a simple dualistic model and even a more refined model that would distinguish between an upper entrepreneurial and a lower subsistence tier within the informal sector. However, in line with the dualistic model, the informal sector indeed fulfills a labor absorbing function in times of crisis. During the growth period authors see capital accumulation in most of the sectors and lots of evidence that households expand their activities. However, this happens mainly through the creation of new firms instead of the expansion of existing ones, which is consistent with much higher returns at very low levels of capital. More rapid expansion can be observed in sectors that operate with lower capital intensity, which is also consistent with risk or credit constraints as major deterrents to expansion. While there is some indication that total factor productivity increased over time, returns to capital and labor where not higher at the end of the observation period than at the beginning. Returns are also rather low at high levels of capital. These findings point to a limited growth potential of the informal sector as a whole. The heterogeneity in capital returns hints at large inefficiencies in allocating capital across informal firms

In 2007 the General Statistics Office (GSO) launched a joint research program with the French Institute of Research for Development (IRD) to measure and analyzes the informal sector in Vietnam. Two kinds of surveys were conducted in 2007: a national Labour Force Survey (LFS) which, in a first for Vietnam classified labour by institutional sector thereby separating out the informal sector; and two specific surveys in Hanoi and Ho Chi Minh City (HCMC) which were grafted onto the LFS2007 to find out more about the characteristics of household businesses (HB) in general and especially the informal sector (HB & IS2007). This brief presents the main findings (both methodological and analytical) of these two rounds of LFS as regards the labour market and the informal economy in Vietnam. In the context of the global crisis, it looks at the dynamics of the main labour market indicators with a special focus on informal sector and informal employment between 2007 and 2009. For the first time ever in Vietnam, it is possible measure precisely the evolution of the informal economy and to check for the robustness of the estimates provided. In the conclusion the author outline some of the implications of the findings in terms of survey design and economic and social policies

In 2007, the General Statistics Office (GSO) launched a joint research program with the French Institute of Research for Development (IRD), to measure and analyzes the informal sector in Vietnam. These surveys have been extensively analyzed, and the full results edited in a book. Two years later, this successful experience has been re-conducted, with the additional objectives to consolidate the methodology and to assess the impact of the global crisis on the labour market in general and the informal economy in particular. This paper presents the main findings (both methodological and analytical) of these two rounds of surveys as regards the informal sector in Hanoi and HCMC. In the context of the global crisis, it looks at the dynamics of the informal sector between 2007 and 2009. Taking advantage of this unique survey protocol, the first part investigates the macro dynamics comparing the two representative cross sections, while the second focuses on the micro dynamics drawn from the panel component. Transitions between formal and informal sector are explored. The third part aims at analyzing the perception of HBs' heads to assess the impact of the crisis. Then, the last section explores the changes as regards the problems faced by HBs, their interaction with the state and their outlook. In the conclusion, the author determines some of the implications of the findings in terms of economic policies. This report can be usefully complemented by two companion papers: the first one presents the adjustment of the labour market and the informal economy nationwide, based on the LFS2007 & 2009; the second one is a policy brief on the impact of the crisis on the informal sector in Hanoi and HCMC

This paper analyses the impact of a microfinance institution (MFI) serving small informal enterprises in Antananarivo (Madagascar). The methodology consists of comparing over time the situation of a representative sample of clients' enterprises with a control group, constructed in an almost experimental way through a standard propensity-score matching technique. Overall, the results indicate a positive impact of the project. Taken as a snapshot, the evaluations successively conducted in 2001 and 2004 indicate that the clients' enterprises recorded better average performance than enterprises without funding. With a dynamic perspective however, the results are more nuanced. If the positive effect of the project is clear during growth phases, its effect during economic recessions appears less certain
